For over fifty years, New York Junior Tennis & Learning (NYJTL) has honored its founder Arthur Ashe’s legacy by celebrating the diversity of children, encouraging them to reach their highest potential through free tennis and academic programs. NYJTL is the largest provider of youth tennis and education programs in the nation, providing services in 100 unique sites across all five boroughs while reaching nearly 90,000 kids. In addition, NYJTL designed, funded (with NYC), built and operates the Cary Leeds Center for Tennis & Learning in the South Bronx. All NYJTL community tennis and after school programs are offered at no cost to its participants.
The mission of NYJTL is to develop the character of young people through tennis and education for a lifetime of success on and off the court. It believes life skills gained through tennis, academics, healthy living, and character development are a catalyst for long-term achievement.
Position Summary
The Coordinator of Licensing and ACES Compliance has full accountability regarding the completion and submission of all required NYS Office of Children and Family Services and NYC Department of Health and Mental Hygiene (DOHMH) School-Age Child Care (SACC) documentation concerning elementary and middle school after-school programs operated by the Organization. This includes managing the entire SACC registration, post registration and renewal approval process. In addition, the compliance Coordinator of Licensing and ACES Compliance plays a critical role in the Organization applying for and receiving DOHMH approved summer program permits. As Coordinator of Licensing and ACES Compliance, an essential function of this position is to also develop and maintain effective working relationships with both internal program staff and external licensing regulatory staff. The Compliance Coordinator will report directly to the Manager of Talent Acquisition & Compliance.
Core Responsibilities
- Maintains effective internal and external relationships, collaborating with ACES senior program leadership, internal managers, and site directors to determine which after-school programs qualify as SACC programs.
- Assembling, accurately reviewing and submitting completed SACC applications into corresponding databases.
- Ensures SACC programs adhere to DOHMH standards, including but not limited to, monitoring and maintaining SACC application status, securely maintains SACC applications integrity, reproduces submissions, and renewals to applications where applicable.
- Communicating and building strong, positive relationships with DOHMH Directors, Borough Supervisors, Registrars, and/or Designees, fostering a strong partnership with the Department of Health and key regulatory stakeholders.
- Maintaining Site Leadership SCR clearance through the DOH process in a timely and effective manner, ensuring that Site Directors, Site Supervisors, and Assistant Site Directors are cleared on time. While coordinating with the program and its internal managers to provide updates of the program SACC Licenses.
- Work closely with the Director of training to scheduling SACC trainings. Monitoring, and recording staff training and certifications in compliance with DOH regulations for Site Directors, Site Supervisors, and line staff, ensuring SACC renewal requirements are met. Collaborates with Training Director, Program Coordinator and its Leadership to ensure CPR certifications for SDs and ASDs are complete.
- Ensures each site maintains the required school-aged child care licenses and summer camp permits. Coordinates with DOH to submit summer plans two months prior to the program start, ensuring sites operating under SACC guidelines are properly notified, and permits are in place as applicable for the summer session.
- Ensures the completion of DOHMH Corrective Action Plans, addressing all discrepancies and meeting the internal deadline of 3 days before the DOHMH deadline.
- Conducts announced and unannounced program visits, holding directors accountable for staff files on site and ensuring SACC compliance.
- Creates reports for each program visited, discussing potential violations with leadership and providing feedback for improvement.
- May provide partial oversight of Part Time support for compliance
- Provides identified after-school programs with the necessary SACC application and required attestation(s), ensuring that all required documentation is complete and accurate. Responsible for identifying the specific SACC license needed for each program before it starts, ensuring compliance with all regulations.
- Maintains SACC registration records, both electronic and non-electronic, in accordance with retention policies, ensuring records are kept for a minimum of six (6) years.
- Conducts monthly site visits to review staff files, working with the program to ensure any missing documents are submitted and maintained on-site in accordance with DOH/DYCD rules and regulations.
- Completes all other projects and tasks as required at the discretion of his/her supervisor, while ensuring the safety and security of all program sites related to DOHMH and DYCD.
- Coordinate and oversee the clearance process for all staff, ensuring compliance with DOE and DOHMH requirements.
- Submit and monitor applications for background checks, fingerprinting, and other mandatory clearances.
- Track clearance status and proactively follow up on pending or delayed applications.
- Maintain accurate records of clearance documentation in compliance with organizational policies and legal requirements.
- Performs other responsibilities as requested or assigned.
Qualifications
- A Baccalaureate degree required.
- Ability to work independently in identifying and resolving issues, concerns and problems.
- Strong interpersonal and communication skills and the ability to work effectively with a wide
- range of diverse individuals.
- Knowledge of DOHMH SACC and Summer Camp regulations.
- 2- 4 years of satisfactory experience in Regulatory Agency licensing; permitting; contracting and/or equivalent.
- Ability to manage multiple tasks and shifting priorities under tight deadlines.
- Ability to ensure integrity of information and workflow processes.
- Well organized and detailed oriented.
- Experience in Microsoft Office Products including Word, Excel, Power Point, and Outlook.
- Ability to maintain confidentiality and use appropriate discretion.
Physical Requirements
Must be able to travel to school sites & DOH offices in all boroughs as needed. May require occasional
lifting boxes filled with paper materials.
