Job summary

Navy Federal Credit Union is seeking a Compliance Analyst to monitor and interpret local, state, and federal laws impacting collections practices and to ensure policy alignment with regulatory requirements. The role involves research, analysis, and coordination with business units.

This position requires strong knowledge of FDCPA, UDAAP, TILA, FCRA, and related regulations, plus proven ability to communicate findings clearly and manage cross-functional projects.

Job description

Overview

To monitor, research, analyze, and interpret relevant local, state, and federal law and other regulatory authority related to collections practices to ensure Navy Federal policies and practices comply with applicable legal and regulatory requirements in an efficient and professional manner consistent with Navy Federal policy and expectations.

Responsibilities
  • Supports business unit partners in formulating and analyzing policies and procedures and other operational materials that comply with local, state, federal and other regulatory authority
  • Monitors changes in local, state, and federal regulations, legislation, and agency rulemaking
  • Conducts research and analysis of local, state and federal legislation, regulations, case law, agency rules, regulatory and examiner opinions, and trade association publications and communicates analysis recommendations orally and in writing to management and business unit partners on complex positions and courses of action consistent with operations, strategic plan and organizational mission
  • Reviews risk assessments, draws conclusions, develops solutions and alternatives, and makes recommendations to management
  • Develops and maintains compliance databases, matrices and trackers; and other resources and materials for the compliance library
  • Conducts compliance reviews across business units, advises management of findings and recommends corrective actions
  • Participates/conducts compliance training sessions with business units
  • Functions as a liaison between departments on compliance matters
  • Assists Senior Compliance Officers and management in preparing responses to regulators, internal and external audits and management inquiries
  • Reviews and assists Compliance partners and business units in preparing responses to regulatory member complaints
  • Ensures timely completion of required compliance and other training and tracks own attendance
  • Leads effective and collaborative project teams, facilitates/coordinates project work within and across business units, partners with technical project lead as appropriate, ensures project deadlines are met and implementation achieved
  • Advises management of potential risk to the enterprise & recommends mitigation strategies
  • Reviews, drafts, and approves member facing communication ensuring compliance with applicable local, state and federal laws
  • Performs other related duties as assigned
Qualifications
  • Compliance or legal analysis experience or demonstrable knowledge in lending and collections including but not limited to the Fair Debt Collections Practices Act (FDCPA), Unfair, Deceptive, Abusive Acts or Practices (UDAAP) standards; Equal Credit Opportunity Act; Truth in Lending Act; Fair Credit Reporting Act; Real Estate Settlement Procedures Act; Telephone Communications Practices Act and applicable local and state collection laws and regulations
  • Demonstrated ability to analyze statutes, regulations and case law, determine applicability or exceptions and apply relevant facts
  • Knowledge of research methods and practices as demonstrated by successful research, writing and/or educational experience in a relevant subject matter area
  • Strong interpersonal communication and persuasion skills
  • Ability to digest information and effectively present findings and conclusions clearly and concisely, both orally and in writing
  • Proficiency in using research tools (Lexis, Westlaw, etc.) and internet-based technology to conduct legal research
  • Experience in leading collaborative work teams
  • Effective oral and written presentation skills
  • Bachelor's Degree in a related field, or the equivalent combination of education, training, and experience
Desired Qualifications
  • Possess the Certified Compliance Officer (NCCO) or Certified Credit Union Compliance Officer (CUCO) designation or the ability to obtain the certification within the first year of employment
  • Knowledge and experience in collections, bankruptcy, repossessions, secured property, enforcement of liens, foreclosure or litigation
  • Compliance or legal analysis experience from prior employment in federal financial institutions and/or in regulators of federal financial institutions, private law or consulting firms
  • Knowledge of current compliance issues in the financial services industry
  • Knowledge of federal credit union operations, processes and procedures
