Position: Compliance Analyst Department: Housing Choice Voucher Program Salary Grade: M Target Salary Range: $51,000-$63,800 Position Summary: The Compliance Analyst -TPA provides leadership and subject matter expertise on all tenant payment agreements and Enterprise Income Verification (EIV) to efficiently and effectively minimize adverse actions by working closely with AHA’s Finance Department. In the role, the Compliance Analyst -TPA provides excellent customer service to customers; adheres to department and agency protocols; and completes all tasks within required timelines. This individual seeks continuous quality improvement methods utilizing information technology solutions, and embraces innovation and creativity in developing and implementing unique programmatic solutions allowed under the agency’s Moving to Work Initiative (MTW). The Compliance Analyst -TPA performs a variety of technical case management duties administering Housing Choice Voucher Program. These include (but are not limited to) client interviews, determinations and verification of income calculations building case files that may ultimately result in terminations, on a monthly basis for tracking, Prompt and accurate completions of all data processing and analysis of participant records. A Compliance Analyst -TPA is a strong individual contributor with extensive direct subject matter knowledge and successful track record in meeting all operational performance indicators who as an Analyst has a demonstrated ability to work collaboratively among team members; excellent customer service provider; requires minimal direction and oversight and is a creative problem solver with excellent personal organizational and planning skills.

Essential Duties and Responsibilities: Independently manage the tenant repayment agreement process as assigned by identifying and collaborating with other team members and interfacing with other departments as necessary. Interfaces directly with program Participants to schedules and conduct interviews; collect paperwork; prepare and execute repayment agreement; and resolves payment agreement issues and related complaints or problems. Research and resolve payment discrepancies prior to entering into the payment agreement Offers guidance to Participants and Landlords and providing thoughtful solutions and recommendations to Housing Choice management related to the tenant repayment process. Provides excellent direct customer service to all participants and landlords participating in the Housing Choice Voucher Program; Responds to inquiries and requests from participants, landlords and in all other customers. Reports escalated Participant and Landlord related issue to management. Assess and validate the prospect of the potential overpayment. Prepares TPA and EIV summary analysis and report of processes assigned by the Manager. Accepts payments verifying remittance are accurate. Documents all tasks completed in the appropriate client file in computer system; maintains accurate documentation for all transactions in a neat and organized manner in accordance with established file requirements. Responsible for timely and accurate follow-ups to complete tasks; opens, reviews and acts upon all mail received within established timelines; utilizes only agency approved forms, letters and correspondence; assures that all correspondence issued is the correct and most recent version. Contributes to assigned team; actively participates in team meetings, process improvements and other special projects; collaborates with and supports all team members, act as back-up to portability process and follows through on initiatives and assignments as directed. Embraces and supports all initiatives, policies and procedures within the Housing Choice Operations department; implement all new requirements in accordance with established guidelines. Performs other related tasks as required.

Education and Experience: Work experience in public housing or the Housing Choice Voucher Program. Bachelor’s degree in business, public administration, urban studies, social services, or related field preferred or an equal amount is a plus. Requires functional proficiency with technology used on-the-job to include Microsoft Office Suite and proprietary software, as well as proprietary database operations and other technology applications used to support organizational objectives. Some formal certifications will be required for the job and must be completed within 6-12 months of date of hire; these may include but are not limited to: Section 8 Voucher Specialist & Rent Calculation course work.

Knowledge and Skill Requirements: Must have excellent organizational and planning skills, as well as ability to effectively and succinctly communicate complex situational information. Must be able to become proficient with proprietary database operations (Yardi-based applications, etc.) and possess sound familiarity with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, etc.) Knowledge of Atlanta Housing Authority, Housing Choice, and/or HUD section 8 programs preferred.

Working Conditions: Generally, works in office environment. Must be able to sit and stand for long periods of time. Must be able to work in a deadline-focused and fast-paced environment. May be required to have valid State of Georgia driver’s license and be fully insurable for the purpose of obtaining clearance on company "Authorized Driver’s List." Occasional overtime as required to meet workload demands.
