Job summary

Qualifications

Position Summary

The Director of Housing Preservation is responsible for preserving affordable housing units for The Housing Authority of the City of Atlanta, GA ("Atlanta Housing") real estate portfolio. Under the direction of the Vice President of Repositioning and Asset Management, this role will lead efforts to preserve affordable housing in the city of Atlanta in response to the growing need for affordable housing. The Director of Housing Preservation will oversee a group of real estate professionals to fulfill Atlanta Housing’s mission, goals and objectives through innovative measures focused on preserving existing affordable housing. All work is approached with a goal to provide high-quality affordable housing, promote self-sufficiency, support active aging in place, improve the overall quality of life of our participants, and contribute positively to the betterment of the surrounding communities.

Includes overseeing changes in ownership, refinances and LIHTC re-syndications for AH’s existing portfolio. Includes ensuring the appropriate internal, external and regulatory approvals are obtained and closely monitoring project status

Involves preparing and submitting various HUD documents such as Letters to Director, Development Proposals and Development Calculators; working with internal and external partners to obtain information needed for HUD submission package; reviewing evidentiary documents; and serving as the main point of contact for AH and HUD matters.

Develop and lead RAD preservation strategies for Atlanta Housing’s Mixed and AH-Owned communities. Includes assessing Atlanta Housing’s existing public housing portfolio to develop and implement strategies to achieve Atlanta Housing’s preservation goals. Involves evaluating deal feasibility and structuring, financial modeling and underwriting, reviewing various regulatory documents and agreements, and effective project management to ensure the development reaches financial closing.

Lead Atlanta Housing’s Restore Rebuild initiative for the creation and preservation of affordable housing units within the city of Atlanta which includes monitoring voucher utilization, managing Request for Proposal (RFP) / Notice of Funding Availability (NOFA) process and managing the transaction through financial closing.

Support the Atlanta Housing’s vacant land, co-investment and HomeFlex initiatives by providing historical information and feedback on deal terms and negotiations. Includes active participation in internal and external discussions; providing insight on market comparables; reviewing evidentiary documents to ensure alignment with negotiated deal terms; and ensuring consistency and standardization of deal terms across the portfolios and those said terms are in the best interest of the agency.

Provide real estate development expertise and operational leadership within the Real Estate Group and provide regular, written reports to the Vice President of Repositioning and Asset Management as well as other members of leadership.

Oversee and facilitate the preparation and/or analysis of real estate development budgets and projections including the analysis of variances in budget, proformas, and cost projections.

Develop and maintain regular reporting of preservation pipeline and status of each development.

Inform real estate leaders on the market analytics as they relate to Atlanta Housing's real estate preservation strategy.

Monitor industry trends, standards, and market/submarket conditions that influence the performance of the agency’s real estate portfolio.

Evaluate internal policies affecting operational and financial performance of real estate assets and recommend updates or improvements to enhance effectiveness as needed.

Establish departmental goals and initiatives and provide strategic guidance to ensure their effective execution.

Education and Experience

Bachelor’s degree in business administration, Business Management, Real Estate, Finance or a related field is required. Master’s degree is preferred but not required. Minimum of 8 years of experience in real estate development, affordable housing, financial services or relevant real estate activity is a must. Minimum of 5 years of experience in a leadership role with direct reports. A strong interest in helping Atlanta Housing achieve its mission while working to maximize Atlanta Housing financial soundness and viability to ensure sustainability. Proven understanding of real estate transactions and asset repositioning strategies; experience with Low-Income Housing Tax Credit (LIHTC) transactions and HUD financing programs is preferred. Working knowledge of HUD program requirements to include RAD Program requirements and Mixed Income Mixed Finance transactions. Demonstrated ability to review, interpret, and apply federal regulations and legal documents. Demonstrated analytical and project management skills in a large (20+ employee) organizational environment with demanding annual housing production goals. Demonstrated ability to develop and build staff capacity through active training and mentoring. A high energy level, be self‑motivated and be comfortable carrying out multifaceted projects in conjunction with routine activities. Strong judgment, decision-making and analytical reasoning abilities. Strong proficiency in Microsoft Excel. Excellent verbal and written communication skills.

Working Conditions

Works in an office environment as well as regular site visits to buildings and construction sites throughout Atlanta. May require frequent bending, stooping, reaching and prolonged sitting and/or standing. Frequent local travel which necessitates a valid State of Georgia driver’s license and be fully insurable for the purpose of obtaining clearance on company “Authorized Drivers List.”
