Compensation Specialist - FT - Day Shift

DISTINGUISHING FEATURES OF THE CLASS:

The work involves performing complex analysis to ensure that employees are receiving competitive compensation at the Erie County Medical Center Corporation. The incumbent provides technical expertise through research and analysis of comparable job titles and recommending applicable salaries. Work is performed under the general supervision of the Manager of Compensation and Benefits with leeway for the use of independent judgment in carrying out the details of the work. Supervision is exercised over lower-level staff. Does related work as required.

TYPICAL WORK ACTIVITIES:
  • Participates in and works on highly confidential compensation and personnel matters;
  • Performs research, benchmarking and analysis on applicable compensation policies, government regulations and industry pay trends to determine competitive and best practice compensation;
  • Reviews requests for new and revised job titles and determines competitive compensation;
  • Performs analysis and modeling to support merit and incentive pay programs and job evaluation needs;
  • Participates in salary surveys;
  • Manages the annual employee pay increase review process; collaborates with hiring managers to assist in determining recommendations for pay increases;
  • Manages the annual review process; communicates managers when reviews are needed, tracks compliance of completed reviews and competencies, and generates and distributes reports detailing compliance;
  • Assists in processing or processes employment transactions such as new hires and reappointments;
  • Consults on compensation matters such as job classification, base pay administration, variable pay and Fair Labor Standards Act (FLSA);
  • Develops and documents policies and procedures for compensation practices; distributes and reviews such with hiring managers;
  • Collaborates with Hospital Information Systems and Human Resources staff to ensure human resources information system (HRIS) is capable of storing and processing compensation data;
  • Participates in the review and maintenance of internal job descriptions for monitoring compensation consistency in classification plan;
  • Collaborates with Human Resources Specialists and Recruitment staff to address compensation matters;
  • Prepares data reports and prepares data for collective bargaining negotiations as needed;
  • May participate in employee orientation or training sessions to review compensation practices;
  • Attends and participates in meetings, committees, seminars and training sessions as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Thorough knowledge of the principles, practices and techniques related to employee compensation; thorough knowledge applicable laws, rules, regulations, collective bargaining agreements, and ECMCC policies and procedures; thorough knowledge of ECMCC, its organizational structure and departments; strong analytical and critical thinking skills; ability to research, determine and evaluate comprehensive employee compensation; ability to research and interpret legal information, union contracts, and compensation information and trends; ability to prepare comprehensive written and data reports; ability to supervise lower-level staff; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to work independently; ability to utilize a variety of electronic software applications, including HRIS and Microsoft Office; tact; high degree of confidentiality; sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.

MINIMUM QUALIFICATIONS:

Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree and two (2) years of experience in compensation administration*.

*Compensation administration, for purposes of determining qualification, means the planning and organizing of direct and indirect payments employees receive for the work they perform. Examples of direct forms include base, merit and incentive pay. Examples of indirect forms include vacation pay and deferred payment. Experience must include the development of compensation policies and procedures.

NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
