Job summary

Qualifications

  • Bachelor's degree in Social Work, Psychology, Counseling, or related field with 4 years of related work experience.
  • At least 1 year of supervisory experience.
  • Experience in human services, public assistance, case management, or related field.

Responsibilities

  • Supervise assigned program staff, including setting expectations, coaching, performance management, training.
  • Coordinate staffing schedules, intake coverage, caseload assignments, and workload distribution.

Job Summary

Under the general direction of the Program Manager, the Community Support Services Supervisor oversees the daily operations of staff providing Community Support Services to Loudoun County residents who require information and assistance with basic human needs. The position provides direct supervision to program staff and ensures services are timely, effective, and compliant with applicable federal, state, and local laws, regulations, policies, procedures and standards. The Community Support Services Supervisor will ensure the effective delivery of needs assessment, resource navigation, referrals, service coordination, and ongoing case management. Responsibilities include assigning and monitoring workloads, reviewing complex cases, supporting staff decision-making, addressing escalated concerns, providing training and performance management, conducting quality assurance, and supporting workflows to promote continuity of service to ensure the client journey moves effectively from initial contact and referral to more intensive case management when necessary.

  • Directly supervise assigned program staff, including setting expectations, coaching, performance management, training, and professional development.
  • Conduct regular individual and team supervisory meetings and maintain required supervisory documentation.
  • Coordinate staffing schedules, intake coverage, caseload assignments, and workload distribution.
  • Monitor employee performance, attendance, training, and operational needs.
  • Advise management of staffing, workload, performance, and resource concerns.
  • Ensure case management activities, service plans, reviews, case notes, and follow-up are completed accurately and within required timeframes.
  • Review complex or crisis cases and provide consultation, intervention, and escalation as appropriate.
  • Ensure case records and documentation comply with applicable federal, state, and local requirements.
  • Monitor program activity, caseloads, outcomes, and service quality.
  • Identify service barriers and implement improvements to workflows and service delivery.
  • Manage daily program operations and ensure services meet established standards and performance measures.
  • Monitor program budgets, expenditures, client-service funds, invoices, and supporting documentation.
  • Manage assigned contracts and monitor vendor performance, deliverables, documentation, and compliance.
  • Develop or coordinate corrective actions when performance or compliance concerns are identified.
  • Support grant administration, reporting, and fiscal compliance as applicable.
  • Ensure compliance with applicable laws, regulations, policies, contracts, and funding requirements.
  • Interpret policy and regulatory changes and implement necessary procedural updates.
  • Conduct or coordinate case reviews, audits, data validation, and quality assurance activities.
  • Monitor required data systems and performance reports.
  • Use data and quality findings to recommend program and service improvements.
  • Maintain collaborative relationships with public agencies, service providers, community organizations, and residents.
  • Participate in community education, outreach, task forces, committees, and interagency initiatives.
  • Identify community needs and barriers and recommend strategies to improve access to services.
  • Participate in County emergency response activities and provide supervisory support during emergency or community response events.
  • Ensure that services are client-centered, trauma-informed, consistently delivered, and provided in accordance with department and County policies, procedures, and program requirements.
Minimum Qualifications

Bachelor's degree in Social Work, Psychology, Counseling, or related human services field and four (4) years of related work experience including one (1) year of supervisory experience or equivalent combination of education and experience.

Preferred:

  • Experience in human services, public assistance, case management, community services, social services, or a related field.
  • Experience with staff supervision, program operations, fiscal management, contracts, quality assurance, compliance, or community outreach.
Job Contingencies and Special Requirements

Pass pre-employment background checks including criminal, credit, DMV, and CPS/APS checks. Valid driver's license (driving records may be reviewed annually for continued qualification). Complete required County e-learning and MOAT training requirements as directed by department. Complete required supervisory training.
