Pacific Air Forces at Kadena Air Base, Japan, seeks a seasoned Community Services Specialist to support the Recreation Flight Chief and oversee diverse programs with over $5M in annual sales and revenues.
You will help implement directives, develop plans with host nation partners, manage budgets for restaurant/lounge, retail and recreation, and ensure safety and customer service standards across operations.
About the position: This position is Non-appropriated Fund (NAF) and is located at the 18 FSS Community Service Flight on Kadena Air Base, Okinawa, Japan.
Serves as full assistant to the Community Services Flight Chief supporting a number of diverse recreation activities and over $5M in annual sales and revenues. Assists the flight chief in the effective and efficient operation of recreation activities at Kadena AB. Implements higher level directives, formulates procedures and programs to ensure high standards of food and beverage, recreational, and entertainment/promotional programs.
Develops strategic plan/initiatives to improve partnerships with sister services and host nation businesses. Establishes, reviews, and evaluates recreation program planning, food service, purchase of supplies, equipment and resale merchandise. Establishes financial goals commensurate with market analysis of the recreational needs of the community and existing alternatives off base.
Assists in budget preparation, analyzes financial results and maintains solid financial condition of the restaurant/lounge, retail, and recreational programming. Coordinates with senior military, civilian leadership and local officials for base wide events and entertainment. Develops plans and programs to generate revenue and meet operating budget goals. Ensures the adequacy of resources needed for continued program operations.
Assists in the development of operating and capital budgets. Helps ensure all recreation programs maximize marketing opportunities to ensure successful implementation. Maintains, revises and ensures adherence to a 20-year facility improvement plan and a 5-year implementation plan. Responsible for monitoring non-appropriated and appropriated fund projects through acceptance and completion. Responsible for work force customer service standards and staff training.
Responsible for program assessment and makes recommendations to flight chief for program, service and personnel efficiencies. Helps ensure flight personnel are trained, and all personnel payroll regulations are adhered to, and that safety standards are followed. This is a position of Trust.

The posted pay range is $70000 – $80000/yr.
