Under direction of the Public Safety Manager, the Community Services Officer will conduct basic and preliminary traffic and crime scene investigations, engage in parking enforcement, provide crime prevention information and prepare written and oral reports, serve as a program coordinator for the City's Neighborhood Watch program. Perform related duties as required.
Job Characteristic: May be required to work a varying schedule of hours which may include early mornings, nights, weekends, and holidays.
Examples of Duties
- Conduct preliminary crime scene and traffic accident investigations as directed, including using scientific methods to check for and obtain possible latent fingerprints.
- Write criminal, non-criminal, and traffic related reports, and may testify in court.
- Respond to requests for service, answer questions regarding programs and services, and direct persons to facilities and events.
- Provide support services to deputies and other City departments in office or field settings.
- Prepare citations in the enforcement of municipal code and parking violations.
- Identify and collect evidence in investigations including fingerprints and other items for forensic evaluation.
- Act as first responder in disasters and other critical incidents.
- Conduct home and business security checks and make recommendations.
- Make presentations to groups.

- Services, policies, procedures, and operating details of the Sheriff's Department.
- General laws, regulations and legal terminology.

PHYSICAL DEMANDS AND WORK ENVIRONMENT: Work is performed both in an office environment and in the field. When working in an office environment, sitting or standing for periods of time and the use of a computer is required. When working in the field, standing for periods of time is also required and there will be exposure to the elements. Incumbent may operate a police radio and City radio. Incumbent will also drive a vehicle on City business and may kneel, crouch, crawl, twist, climb stairs and sloping surfaces, walk on slippery/uneven surfaces, bend, reach, grasp, push, pull, drag and lift equipment weighing up to 50 pounds and may be exposed to fumes, solvents or chemicals and vehicular traffic. An incumbent must be able to meet the physical requirements of the class and have mobility, vision, hearing and dexterity levels appropriate to the duties to be performed.
TRAINING AND EXPERIENCE: Any combination of education and experience which would provide the required knowledge and abilities. A typical way to obtain these would be: An Associates degree in Administration of Justice or Public Administration, or, graduation from high school plus two (2) years' experience which has included substantial public contact, community relations and public presentations. The ability to read, write and speak clearly and effectively in the English language, and to use proper English composition, grammar, spelling, and punctuation is required. The ability to speak fluent Korean or Mandarin Chinese is desirable.
A valid California driver license is required.
RETIREMENT: Part-time employees are enrolled in Social Security. All part-time employees are subject to the mandatory 1.45% Medicare contribution.
CRIMINAL BACKGROUND CHECK: Applicants will be required as a prerequisite to employment to successfully pass a criminal background check in accordance with City policy, which may include live scan and other job-related criminal background investigation. The cost of the criminal background check will be paid by the City.
PHYSICAL EXAMINATION: Applicants will be required as a prerequisite to employment to successfully pass a physical and drug screening examination, the cost of which will be paid by the City.
TERMS OF EMPLOYMENT: All employees classified /hired as "part-time" are employed "at will" throughout the term of their employment with the City. Therefore, the services of a part-time hourly employee can be discontinued at anytime without cause, regardless of the number of hours worked per week by the employee.
CREDIT UNION: Membership with F&A Federal Credit Union is available to all employees.
DEFERRED COMPENSATION: The City offers a voluntary 457 Deferred Compensation Plan for an additional tax-deferred savings option incentive as an additional benefit provided and/or available to employees.
