Job summary

The State of Indiana is seeking a Community Prevention Program Director to oversee substance misuse prevention grants and initiatives at DMHA. You will manage grant contracts, monitor progress, and coordinate with external vendors while ensuring compliance and timely reimbursements.

You will lead strategic planning, review grant proposals, and communicate with grantees and the public. Occasional in-state and out-of-state travel is required; the role is onsite in Indianapolis.

  • Extensive knowledge of all source materials and references including federal and state laws governing the programs.

  • The ability to apply general rules to specific problems to produce answers that make sense.

  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.

Responsibilities

  • Establish program objectives, KPIs, and actions to achieve them.
  • Develop, update, and monitor all policies and procedures related to the program area.
  • Interpret and explain policies, rules, regulations, or laws to leadership or customers.
  • Implement corrective action plans to solve program problems.
  • Analyze, prepare, and disseminate monthly and annual program reports.
  • Review budget and make budgetary recommendations to improve the program area finances.
  • Ensure program requirements meet federal and state policies and grants compliance.
  • Assist in the development and train employees or agency consultants on program requirements and usage.
  • Coordinator and deliver communication plans and communications.
  • Serve as a liaison between agency and other state and federal agencies.
  • Serve on management committees or other governing boards.
  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
  • Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

About the Family & Social Services Administration (FSSA):

The Division of Mental Health and Addiction within the Family and Social Services Administration (FSSA) sets care standards for the provision of mental health and addiction services to Hoosiers. DMHA is committed to ensuring that clients have access to quality services that promote individual, family and community resiliency and recovery.

The division also certifies all community mental health centers and addiction treatment services providers. DMHA operates six psychiatric hospitals (NeuroDiagnostic Institute, Evansville Psychiatric Children’s Center, Evansville State Hospital, Logansport State Hospital, Madison State Hospital and Richmond State Hospital). DMHA provides funding support for mental health and addiction services to target populations with financial need and administers federal funds earmarked for substance abuse prevention projects.

Role Overview:

As the Community Prevention Program Director, you will work closely with the Assistant Director and Bureau Chief to oversee community substance misuse primary prevention grants and initiatives. You will manage prevention provider grants/contracts, including development of scope of work, monitoring progress toward goals, collaborating with external technical assistance and evaluation vendors, and ensuring contract compliance. You will review reimbursement claims for accuracy, assist the team in tracking claim submissions, and serve as backup for team members. You will participate in strategic planning, development of grant funding opportunities, and review of grant proposals. You will ensure smooth communication with grantees and the public by maintaining contact lists, responding to inquiries, and distributing resources and announcements. You will also assist with the facilitation of virtual and in-person meetings for up to 100 attendees.

The ideal candidate will have prior experience in substance misuse primary prevention programs and managing grants. To succeed in this role, you will need strong attention to detail, resourcefulness, a professional demeanor with stakeholders, and working knowledge of the Microsoft Office suite including Teams.

This position is located onsite at the Indiana Government Center in Indianapolis. This position requires occasional in-state and out-of-state travel.

The salary for this position traditionally starts at$53,222.00 but may be commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.

A Day in the Life:

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
