The Coalition for the Homeless of Central Florida is seeking a Community Outreach for Families Program Manager to oversee outreach and housing navigation initiatives. You will lead an outreach team, ensure compliance with funding and reporting requirements, and collaborate with housing programs and community providers.

• Address barriers to housing placement and assist staff with complex client situations.
• Support continuous improvement and adherence to safety protocols.

POSITION: Community Outreach for Families Program Manager
REPORTS TO: Director of Housing & Programs
STATUS: Salary – Exempt – Full-Time

The Program Manager is an integral member of the Coalition Team and works collaboratively with providers, housing programs and representatives of other agencies in the community.

KEY RESPONSIBILITIES:

• Oversee grant and program compliance.
• Provide coaching, hiring, disciplinary actions including employment termination in coordination with Human Resources and Director of Housing & Programs.
• Supervise, train, support, and evaluate outreach team staff to ensure program goals and performance expectations are met.
• Ensure all clients seeking services, via telephone, outreach initiatives and referrals complete triage process.
• Monitor outreach activities, client engagement, assessments, enrollments, and housing navigation efforts to ensure timely service delivery.
• Oversee the program budget and monthly expenses, ensuring alignment with funding requirements and organizational priorities.
• Ensure all required statistical and financial reports are accurate and submitted on time.
• Review program documentation, case activity, and records for accuracy, timeliness, and compliance.
• Ensure that appropriate permanent housing options for families are offered in a timely manner.
• Work collaboratively with providers, housing programs, and representatives of other agencies in the community.
• Respond to community requests for outreach interventions in tri-county areas of Orange, Seminole and Osceola.
• Coordinate outreach coverage, scheduling, and staff assignments to meet operational needs throughout the tri-county service area.
• Address barriers to housing placement and assist staff with complex client situations as needed.
• Other duties as assigned by the Director of Housing & Programs.
• Candidates must possess a bachelor’s degree or equivalent number of college credits in a social services field. Degrees from other disciplines will be accepted given the candidate provides evidence of prior experience that would allow them to competently perform the primary duties listed below.
• Individuals that have been working in the field, but do not possess a degree will be considered if they have five or more years of documented social service experience.
• Homeless services, case management, permanent supportive housing and rapid rehousing experience preferred.
• Prior supervisory or leadership experience preferred.
• Valid driver’s license, reliable transportation, and ability to travel throughout Orange, Osceola and Seminole counties.
• Ability to pass a background screening in accordance with agency standards.
• Bi-lingual candidates and veterans are encouraged to apply.
• Commitment and ability to engage in an empathetic, non-judgmental way with people in stressful situations; to establish rapport in order to help resolve homeless households immediate housing crisis.
• Must be proficient in written and verbal communication.
• The ability to effectively serve a very diverse population with aptitude in the areas of conflict resolution, critical thinking and problem solving.
• Cultural competence across all populations.
• Ability to work under pressure in a fast-paced environment and effectively handling short notice requests and constant changes.
• Ability to solve problems, make decisions and resolve conflicts.
• Passion for connecting with people experiencing homelessness who may be “service resistant,” with empathy and professionalism.
• Capable of supervising and guiding an outreach team in the field, ensuring adherence to program goals, safety protocols, and agency standards.
• Must be flexible and able to think creatively, develop innovative solutions, and effectively solve complex problems.
• Strong organizational skills with the ability to manage multiple priorities, deadlines, and competing demands.
• Ability to communicate professionally and effectively with staff, clients, community partners, and leadership.
• Ability to maintain confidentiality and exercise sound professional judgment.
