Job summary

Pratum Companies seeks a skilled Community Manager to oversee LIHTC residential properties. The role ensures LIHTC compliance, tenant eligibility, lease administration, and staff supervision, with emphasis on accuracy and resident service.

You will manage financial records, coordinate maintenance, and liaise with tenants and contractors. Strong English/Spanish communication, Fair Housing knowledge, and Yardi proficiency are essential.

Qualifications

  • Experience managing LIHTC properties or tax credit communities.
  • 2+ years of supervisory experience overseeing staff.
  • Prefer bilingual English/Spanish to support residents.
  • 2+ years in LIHTC compliance, certification, and recertification.
  • LIHTC/compliance certification such as TCS or COS preferred.
  • Solid knowledge of local, state, and federal Fair Housing laws.
  • Strong customer service and interpersonal skills.

Responsibilities

  • Manage compliance and recertification programs for LIHTC communities.
  • Perform supervisory, administrative, and management functions for property operations.

  • Conduct background checks and recommend tenancy decisions.
  • Lease vacant units and conduct initial and annual income eligibility reviews.
  • Maintain waiting lists and accurate lease/financial records.
  • Monitor rents, receipts, and bank deposits; prepare financial reports.
  • Prepare vacancy and delinquency reports; manage work orders and maintenance requests.
  • Oversee contractors and ensure service quality.

Job description

Community Manager - LIHTC

This is a skilled administrative position for the management of residential commercial real estate. Work involves managing the operations of an assigned tax credit community and performing related duties. A Tax Credit Property Manager is responsible for the management of units, ensuring compliance with applicable HUD regulations, Housing Authority policies and Low-Income Housing Tax Credit (LIHTC) compliance. Work is performed with considerable independence under the direction of the Asset Manager and exercises direct supervision over assigned staff.

Essential Duties and Responsibilities:
  • Managing compliance and recertification programs for Tax Credit (LIHTC) Community.
  • Performs supervisory, administrative, and management functions involved in property operations.
  • Supervises all assigned staff.
  • Assists, confers with, and advises new residents on lease requirements and responsibilities.
  • Conducts or supervises applicant background checks and recommends acceptance or rejection of applicants.
  • Interviews prospective residents, shows available apartment units to applicants, and explains the operation of the dwelling equipment.
  • Leases vacant units to approved applicants.
  • Conducts eligibility of the initial examination and the re-examination, recertification for the tenants’ income and family composition as applicable.
  • Manages and maintains a waiting list of prospective residents.
  • Maintains and monitors lease and accounting records, accounts receivable/delinquency records and eviction notifications. Collects rents and other monies due from residents; posts collections to resident account cards, prepares and makes bank deposits, prepares financial reports and reviews same to assure accuracy and completeness prior to submission.
  • Prepares and monitors daily, weekly, and monthly vacancies and delinquency reports.
  • Coordinates follow-up and initiation of work orders and requests for maintenance work.
  • Monitors contractors rendering services on the property.
Requirements:
  • At least 2 years of Managing communities with Tax Credit programs
  • 2 years supervisory experience effectively working with all levels of staff and management
  • Preferably Bilingual: English/Spanish speaking
  • 2 + years' experiencein Tax Credit (LIHTC) compliance, certification and recertification
  • Must hold a certificationrelated to LIHTC or compliance, such as TCS or COS?”
  • Must be knowledgeable of all local, state and federal Fair Housing laws and regulations
  • Superior customer service skills and the ability to deal with difficult people and challenging situations while maintaining a positive and calm demeanor
  • Keepproperty in clean and curb appeal shape.
  • Ability to effectively and accurately communicate and present information verbally and in writing with tenants, owners andvendors
  • Must be proficient with MS Office andYardi-Voyager
  • Possess proven financial and accounting acumen
  • Demonstrated ability to read a budget, conduct financial analysis and provide practical narrative and financial reporting
  • Experience with Onesite/Yardi software, preferred
  • AHM, COS, SCHM certification or equivalent preferred

This role is exempt and has an anticipated annualized base salary range of $65,000-$70,000 for a new employee depending on a number of relevant factors including individuals’ experience, qualifications, knowledge, skills, abilities, client/property or company budgetary limitations/guidelines, and other job-related company and market considerations. This position may be eligible to receive discretionary and/or performance-based bonuses on a spot or annual basis, which are variable depending on individual merit/performance, budgetary limitations, company performance, and other job-related factors. Full-time positions (30+ hours/week) are eligible for 2 weeks paid vacation, 3 weeks sick and related leave, 11 paid holidays, and health & welfare benefits as outlined on the Company’s website.
