Job summary

Envolve LLC is seeking a Full‑Time Community Manager to oversee The Junction in Frederick, MD. You will manage on‑site staff, lead leasing and marketing efforts, perform market analysis, maintain resident relations, and prepare property budgets.

Responsibilities include day‑to‑day operations, ensuring property maintenance, maximizing NOI through cost control, enforcing lease obligations, and training staff in sales and customer service. A valid driver’s license is required.

Qualifications

  • Minimum 3 years as a Community Manager or Assistant Community Manager.
  • High school diploma or equivalent; some college preferred.
  • Valid driver’s license.
  • HCCP certification preferred.

Responsibilities

  • Lead leasing and marketing activities to drive occupancy and NOI.
  • Develop and manage annual operating and capital budgets; monitor expense performance.
  • Manage on‑site staff and vendor contracts to ensure quality service.
  • Ensure compliance with Fair Housing laws and property policies.
  • Support resident relations and retention through proactive communication.
  • Train and mentor office staff in sales and customer service.

Position Overview

We are recruiting a Full‑Time Community Manager to work at The Junction in Frederick, Maryland. The Community Manager is responsible for the overall performance of their assigned property, including managing on‑site staff, leading leasing and marketing activities, conducting market analysis, maintaining resident relations, and preparing/ managing property budgets.

Responsibilities
  • Accountable for all aspects of the day‑to‑day operation of the assigned property.
  • Ensure that all physical aspects of the property are fully functional at all times and maintained in an attractive condition.
  • Interact frequently with residents, proactively responding to their needs, focusing on relationship development and achieving a high level of resident retention.
  • Achieve the highest possible net operating income through effective cost control.
  • Manage the property efficiently and profitably, consistent with market conditions and employer goals.
  • Develop yearly operating and capital budget plans while considering the impact on NOI.
  • Coordinate and supervise resident improvement and other capital projects.
  • Monitor and enforce resident lease obligations.
  • Maintain strict adherence to State and Federal Fair Housing Laws.
  • Communicate effectively with site staff and ensure compliance with all personnel policies.
  • Provide direction and oversight to property maintenance staff, ensuring units are market‑ready.
  • Promote and teach safe work practices, ensuring safety of the site and occupants.
  • Perform regular property inspections on established schedules; recommend and coordinate required maintenance projects.
  • Bid, negotiate and manage vendor service contracts and one‑time projects.
  • Maintain knowledge of the property and competitive properties through market evaluation.
  • Train and mentor office staff in sales and marketing to maximize rental income and occupancy.
  • Ensure compliance with applicable Affordable Housing programs (HUD Subsidy, USDA, RD, LIHTC, HOME, etc.).
  • Prepare and submit reports as required.
  • Perform other tasks as assigned.
Qualifications
  • High school diploma or equivalent; some college preferred.
  • Minimum 3 years as a Community Manager or Assistant Community Manager (or equivalent management experience).
  • Valid driver’s license.
  • HCCP certification preferred.
Required Skills & Knowledge
  • Strong financial management skills, with expertise in budgeting, forecasting and cost control.
  • Ability to work effectively and lead staff in a fast‑paced, ever‑changing environment.
  • Excellent multi‑tasking skills and ability to meet deadlines.
  • Professional and effective communication with co‑workers, residents, vendors and corporate staff.
  • Proficiency with Microsoft Office (Excel, Word, Outlook); experience with Yardi preferred.
  • Willingness and ability to work weekends and holidays when required.
  • Ability to travel for training and occasional business meetings.
