Purpose
The primary goal of the Women, Infants, and Children (WIC)Program is to promote and maintain the health and well-being of nutritionallyat-risk pregnant, breastfeeding, and postpartum women, infants, and children.
Under the direction of the WIC Program Manager, theCommunity Health Dietitian 1 provides nutrition and administrative services forthe City of Milwaukee Health Department’s (MHD) Women, Infants, and Children(WIC) special supplemental nutrition program and serves as a lead worker forCommunity Health Nutritionists, WIC Client Services Assistants, andBreastfeeding Peer Counselors.
Essential Functions
Client Services
- Perform WIC certifications, including anthropometricmeasurement, hemoglobin and lead testing, nutrition and breastfeedingassessment utilizing motivational interviewing skills, person centeredcounseling, benefit issuance, immunization assessment, and referral to healthcare providers and community agencies.
- Determine WIC eligibility by identifying risk factors.
- Monitor participant follow up and modify plan of care asneeded.
- Complete required documentation in ROSIE as outlined in theWisconsin WIC Operations Manual.
- Determine appropriate food package and issue WIC benefits.
- Approve medical formulas and nutritionals available toinfants, children, and women.
- Authorize out-going communication and referrals to medicalprofessionals.
Nutrition Education
- In conjunction with the Health Project Supervisor, serve asa lead in the development, implementation, and monitoring of nutrition,breastfeeding, and outreach work plans and other grant-related initiatives.
- Follow the guidelines according to the Nutrition CareProcess (NCP) and similar standards set forth by the Academy of Nutrition andDietetics.
Administrative
- Ensure implementation of and compliance with WIC federal, state,and project regulations and policies in operations and systems manuals.
- Assist the Health Project Supervisor with WIC nutritionstaff team meetings to ensure continuous quality improvement andexcellentcustomer service.
- Complete all agency and State required trainings.
- Ensure outreach to underserved segments of the community.

Conditions of Employment
- Ability to safely lift infants and small children ontoscales (up to 25 lbs.).
- Report to any of the City of Milwaukee clinic locations asassigned. Assignments may be made on short notice to provide staff coverageduring unexpected absences or emergency situations.
- Participate in a work schedule that includes early eveninghours on assigned days. The current hours of work are as follows: Monday,Tuesday, Wednesday, and Friday from 8:00 a.m. to 4:30 p.m. and Thursday from10:00 a.m. to 6:30 p.m.
- Carry a mobile phone during business hours.
- Travel outside the City of Milwaukee, occasionallyovernight, for training purposes or for participation in meetings representingthe City.
- Respond to an emergency or broad impact event.
The required pre-employment tests include:

The required pre-employment vaccines include:
- TB Test (at time of hire and annually throughout employment)
- Bachelor’s degree in nutrition, dietetics, or a relatedfield from an accredited college or university (or foreign equivalent), including coursework through an Accreditation Council forEducation in Nutrition and Dietetics (ACEND) accredited Didactic, Coordinated, Graduate or International program.
- Registration as a Registered Dietitian (RD) by the Academyof Nutrition and Dietetics at the time of appointment and throughout employment. - State of Wisconsin Certified Dietitian (CD)ORCD-eligibleat the time of appointment; must obtain certification with the State of Wisconsinwithin six months of appointment date and throughout employment.
- Must meet the State of Wisconsin WIC mandates regardinglactation management and care as noted in 10.23-2 and 10.23-3 of the WisconsinWIC Operations Manual within one year of appointment and throughout employment.
- Ability to travel independently throughout Milwaukee, eitherby transit, bicycle, or automobile. Mileage reimbursement may be providedpursuant to Section 350-183 of The Milwaukee Code of Ordinances.

Desirable Qualifications
- International Board-Certified Lactation Consultant (IBCLC)or exam-eligible or have successfully completed other state-approvedspecialized training, such as Certified Lactation Specialist (CLS), Certified LactationConsultant (CLC), or Certified Lactation Educator (CLE).
- Completed specialized training in lactation management andcare.
- Experience facilitating community nutrition programing.
- Ability to provide interpretation in Spanish, Hmong, oranother language.
Knowledge, Skills, Abilities & Other Characteristics
Technical
- Knowledge of food and nutritional science.
- Knowledge of maternal and child health.
- Knowledge of federal, state, and local WIC policies andregulations.
- Knowledge of related community resources.
- Knowledge of mathematics and ability to perform mathematicalcalculations, such as discounts, interest, proportions, percentages, areas,circumference, and volume.
- Ability to read and interpret work-related documents,including procedural manuals, governmental publications, and periodicals.
- Ability to efficiently use the Microsoft Office Suite andspecialized software such as the State of Wisconsin WIC Data System (ROSIE).
- Ability to use job-related equipment such as the Lead CareII Analyzer, HemoCue systems, lancets, and adult and infant weighing andmeasuring equipment.
- Skill in working with infants and small children.

The current salary range (2HN) is$72,917-$81,507annually, and theresident incentive salary for City of Milwaukee residents is$75,104-$83,952annually.Appointmentabove the minimum is possible based upon level of experience and otherqualifications and is subject to approval.

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview or other assessment methods.
