Job summary

The City of Decatur seeks a Code Enforcement Inspector to enforce city codes on weeds, junk, litter, and building-code compliance. You will respond to citizen complaints, conduct field inspections, prepare sworn reports, issue warnings and citations, and collect photographic evidence.

This role requires preparing affidavits, testifying in court when required, and interacting with the public, property owners, law enforcement, and city staff to resolve violations and ensure safe, compliant

Job Summary

This position performs weed, junk, and litter inspections to ensure compliance with city codes and ordinances, and assists with building code compliance.

Major Duties
  • Responds to citizen complaints concerning ordinance violations.
  • Conducts field inspections of alleged city code and ordinances; prepares written inspection reports; issues warnings and citations.
  • Collects photographic evidence of inspection results.
  • Executes search warrants and court summons.
  • Prepares sworn affidavits.
  • Prepares cases for trial; testifies in court as required.
  • Inspects demolition work prior to payment.
  • Measures and marks property lines.
  • Reviews legal deeds to determine property ownership.
  • Answers inquiries and provides information to the general public.
  • Performs related duties.
Minimum Qualifications
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Must be proficient with computers, including Microsoft office products such as Outlook, Word, Excel and Adobe and other applicable systems or software.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Alabama for the type of vehicle or equipment operated.
  • Knowledge of code enforcement principles and practices.
  • Knowledge of appeals policies and procedures.
  • Knowledge of relevant city codes and ordinances.
  • Knowledge of computers and job-related software programs.
  • Skill in conducting site inspections.
  • Skill in maintaining files and records.
  • Skill in oral and written communication.

  • City codes and ordinances and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.
Complexity/Scope of Work
  • The work consists of related code enforcement duties. Strict regulations, combined with the unique nature of each case in question, contribute to the complexity of the work.
  • The purpose of this position is to enforce city codes. Successful performance ensures compliance with all codes and ordinances related to existing building and weeds, junk, and litter.

  • Contacts are typically with co-workers, other city employees, property owners, law enforcement personnel, and members of the general public.
  • Contacts are typically to give or exchange information, resolve problems, and negotiate, defend, or settle matters.
Physical Demands/Work Environment
  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt and grease. Work requires the use of protective devices such as masks, goggles, gloves, etc.
