An established industry player is seeking a Communications Expert to lead awareness and external communications strategies for a critical health recovery project in Ukraine. Terms of Reference (TOR)
1. Background Information
While millions were forced to flee their homes due to the full-scale invasion of Ukraine by Russia, children across Ukraine remain amidst armed violence and damaged infrastructure. War Child supports mental health reform efforts by integrating evidence-based services into primary healthcare and community settings, focusing on addressing trauma and distress among young people.
Beyond Trauma: Scaling up community mental health care for children and youth at risk in conflict-affected communities project funded by the Netherlands Enterprise Agency (RVO) involves restoring critical health infrastructure in underserved areas, focusing on integrating mental health into primary healthcare and community services as a key component for recovery. The project aims to enhance the health status of conflict-affected populations in selected oblasts of Ukraine by increasing access to comprehensive physical and mental health services for all, ensuring no one is left behind.
By supporting the Ukrainian government and local actors to scale up, decentralize, and integrate mental health into primary health and community-based models, the project contributes to strengthening resilience and well-being among conflict-affected populations, especially children and youth. It is implemented by five consortium partners: War Child Alliance, Aids Foundation East West (AFEW) Ukraine, Ukraine Step by Step Foundation (USSF), Doctors of the World Greece, and Doctors of the World Netherlands.

The Communications Expert will undertake the following tasks:

The Communications Expert will work closely with the Project Manager, MHPSS Advisor from the Ukraine Response team, and other consortium members.
