Communications Expert for Health Recovery Project in Ukraine – Consultancy

Terms of Reference (TOR)

1. Background Information

While millions were forced to flee their homes due to the full-scale invasion of Ukraine by Russia, children across Ukraine remain amidst armed violence and damaged infrastructure. War Child supports mental health reform efforts by integrating evidence-based services into primary healthcare and community settings, focusing on addressing trauma and distress among young people.

Beyond Trauma: Scaling up community mental health care for children and youth at risk in conflict-affected communities project funded by the Netherlands Enterprise Agency (RVO) involves restoring critical health infrastructure in underserved areas, focusing on integrating mental health into primary healthcare and community services as a key component for recovery. The project aims to enhance the health status of conflict-affected populations in selected oblasts of Ukraine by increasing access to comprehensive physical and mental health services for all, ensuring no one is left behind.

By supporting the Ukrainian government and local actors to scale up, decentralize, and integrate mental health into primary health and community-based models, the project contributes to strengthening resilience and well-being among conflict-affected populations, especially children and youth. It is implemented by five consortium partners: War Child Alliance, Aids Foundation East West (AFEW) Ukraine, Ukraine Step by Step Foundation (USSF), Doctors of the World Greece, and Doctors of the World Netherlands.

2. Scope of Work

The Communications Expert will undertake the following tasks:

2.1 Develop Project Brand

  • Develop project narrative and joint boilerplate text.
  • Create visual identity, including logo, color scheme, and style guide.

2.2 Awareness Strategy on Mental Health

  • Review and refine objectives and scope of the awareness-raising and stigma reduction strategy.
  • Recommend suitable communication channels and tools for different audiences.
  • Develop communication materials (e.g., leaflets, social media content, success stories) aligned with strategy objectives.
  • Suggest activities and events to launch and implement the strategy.
  • Develop a MEAL Framework for the strategy.

2.3 External Communications Strategy

  • Support program teams in selecting priority stakeholders and developing effective messaging.
  • Define strategy for engaging stakeholders such as WHO, Health Cluster, national authorities, and media.
  • Outline an approach for maintaining consistent messaging and visibility.

The Communications Expert will work closely with the Project Manager, MHPSS Advisor from the Ukraine Response team, and other consortium members.

3. Deliverables

  • Visual identity package (logo, color scheme, style guide).
  • Revised awareness-raising strategy with recommended communication channels.
  • Communication materials (leaflets, social media content).
  • External communications strategy document.

4. Required Qualifications

  • Degree in communications, journalism, public relations, graphic design, or relevant field.
  • At least 5 years of relevant work experience, preferably in international humanitarian or media sectors.
  • Experience in developing and implementing communication strategies for international projects.
  • Knowledge of health sector communications, especially mental health, is preferred.
  • Excellent interpersonal, intercultural, written, and verbal communication skills in Ukrainian; working knowledge of English.
  • Capacity in news writing, designing, and content creation.
  • Strong presentation skills and ability to translate ideas into content.
  • Team-oriented, organized, adaptable, and motivated.
