Job summary

Blattner is expanding its energy construction leadership into gas power generation. The Commissioning Superintendent will oversee commissioning activities, ensuring safety, productivity, and quality while managing costs and resources across transmission and substation projects.

The role requires on-site supervision, technical input for testing and commissioning, and collaboration with site management. Travel is extensive; one week per month may be remote from home as projects demand.

Qualifications

  • Requires a valid driver's license and ability to travel.
  • Knowledge of Electrical Overhead Transmission, Underground and Collection systems.
  • Experience with Substation construction and interconnects.
  • Familiarity with NETA and NFPA 70E standards.
  • Proficiency with Scada systems and power engineering communications.
  • Proficient in MS Office for reporting and scheduling.
  • Strong communication and leadership skills to supervise crews.

Blattner is expanding our energy construction leadership into gas power generation. This is a unique opportunity to help build this new business from the ground up, backed by a company with decades of proven success in the energy sector. This position will help us shape the processes and standards that carry this business forward to deliver end-to-end hybrid energy solutions.

WHO IS A COMMISSIONING SUPERINTENDENT WITH BLATTNER?

The Commissioning Superintendent supervises Commissioning activities to ensure a safe, productive, and quality job is attained and costs are controlled in the construction discipline. Assists the site team in labor schedules, materials, tools, equipment and subcontractors within work discipline to effectively utilize all resources; and works with specifications and contract requirements. Provides input and technical expertise for power generating construction projects. Supports installation guidance as needed, QA/QC leadership, scheduling and owner correspondence as it relates to commissioning activities.

Essential Job Functions
  • Helps to set direction for Commissioning Foreman on-site to ensure use of all company resources; and adherence to all company policies and state and federal regulations. Provides feedback to the Commissioning Foreman in addition to ensuring development of front-line onboarding, training, and mentoring the commissioning foreman.
  • Supports the site in maintaining safe working conditions and safety procedures on the projects. Understands and enforces company, jobsite specific, federal, and state safety regulations on site and discusses concerns with Site Manager’s and Commissioning Foreman. Will be responsible within work discipline for the utilization of best safety practices: emphasis on special risks, site conditions, JHA’s, EHA’s and participate in the company CATS program, accident injury management.
  • Monitors Blattner work including subcontractors to maximize production and minimize costs. Reports observations to the SM & PM.
  • Acts as a commissioning consultant to supervisory and field personnel in the areas of transmission lines, inter-connect systems, switchgear installations, electrical circuits, power quality, high voltage collection/distribution systems and substation.
  • Responsible for safe working conditions and procedures including verification of qualified and trained personnel for the following: switch and tag procedures, approaching distances, arc flash, protective equipment.
  • Communicates with Site Manager to update him/her on project problem areas.
  • Compares and continuously monitors actual costs to the job estimate and informs the Commissioning Foreman and Site Manager of cost over-runs with testing and commissioning.
  • Assists the PM in establishing the Project testing and commissioning budget (Engineering, Construction, and Interconnect.) Will assist PM in expediting change orders and changes to project testing and commissioning budget.
  • Responsible for the safety and skill evaluation of Commissioning Forepersons.
  • Provides General Contractor support of Engineering review, procurement (if necessary), construction, and start-up of a high or medium voltage electrical system and associated substation.
  • Arranges for engineering support and consultation needed as well as provide for peer review of critical commissioning issues as it relates to testing and commissioning.
  • Collaborates with corporate managers in becoming a qualified person in obtaining state contractor license(s), and/or a journeyman or master electrician licenses or PV licenses.
Additional Job Functions
  • Perform additional assignments per supervisor’s direction.
  • Identifies opportunities for streamlining work and reducing waste in order to improve efficiency
  • Performs auditing of the Electrical safety, LOTO, testing, energization and commissioning programs of the PV array. Understands Arc Flash and NFPA 70E / OSHA requirements pertaining to the scope of work.
  • Assures that all testing and commissioning workers are qualified and trained for the technical and safety aspects of electrical testing & commissioning work that they are performing.
  • Follows through to make sure the training is provided in a timely manner.
  • Mentors Commissioning Foreman on work discipline, production costs, scope of work, quality, and safety.
Knowledge, Skills And Abilities
  • Must have a valid driver license and an acceptable motor vehicle driving record (MVR).
  • Knowledge of Electrical Overhead Transmission; Electrical Underground and Collection systems; Substation Construction; Transmission Utility Interconnect; Electrical Engineering Communication System; Substantial construction field experience, as well as the ability to perform administrative tasks.
  • Proficient in Microsoft Office (Word, Excel, and Outlook).
  • Basic understanding of safety construction, commissioning, and testing electrical systems.
  • Ability to supervise many employees.
  • Good communication skills to deal with owners, subcontractors, and employees.
  • Possess a solid understanding of tracking job progress and costing.
  • Knowledgeable in National Electrical Testing Association (NETA).
  • Knowledgeable in NFPA 70E.
  • Knowledgeable in Scada Systems.
  • Extensive travel required and at times may fill in for commissioning foremen, with one week working remote from home per month.

$138,661.00 - $201,059.00 Individual Compensation to be determined based on the applicant's applicable experience and qualifications balanced against internal equity.
