Job summary

FlatironDragados seeks a Commercial Manager for the Susquehanna River Rail Bridge JV to lead contract and change management on a $1.7B mega project linking Perryville and Havre de Grace. You will coordinate with JV partners, subcontractors, and leadership to drive value and risk management.

You will oversee payments, change/claim reporting, and dispute resolution, ensuring alignment with contract clauses and company goals while guiding the team to minimize exposure and optimize project outcomes.

Qualifications

  • Bachelor’s degree in engineering or related field strongly preferred.
  • 10+ years’ experience in construction engineering, project management or project controls strongly preferred.
  • Prior experience on mega projects preferred.
  • Experience with commercial management, strong understanding of construction contracts and financial functions required.
  • Experience with complex scheduling, cost control processes, claims/change preparation and dispute resolution procedures.
  • Proven written and verbal communication.
  • Knowledge of accounting principles, including construction accounting.
  • Proven leadership and influential ability to effectively work and communicate with all levels of the company.
  • Able to identify contract specifications that delegate risk and provide appropriate mitigation.
  • Delegation and communication skills required.
  • Demonstrated track record of implementing continuous process improvements to positivity impact operational effectiveness.
  • Prior experience successfully driving change in a matrix organization.

Responsibilities

  • Manages the day-to-day and long-terms commercial matters for complex projects, often with staff coming from multiple joint venture partners, subcontractors and subconsultants.
  • Provides executive oversight to all aspects of the commercial management function.
  • Oversees commercial interactions with all subcontractors and consultants, working closely with the Project Business Manager, including payments, backcharges, and review and interpretation of contract clauses.
  • Interprets contract language to understand the risks, rights and responsibilities of the project team and guide project team in properly managing in accordance with these clauses to limit exposure to additional costs.
  • Reviews and analyzes contract management records to provide advice for the purposes of limiting exposure or protecting the Company from additional risks due to changes and claims.
  • Oversees project change and claim reporting and provides reporting to Project Manager and Divisional leadership.
  • Oversees change and claim preparation, management and resolution for the project, working closely with the project team and corporate legal representatives.
  • Leads the preparation for disputes resolution hearing and other alternative resolution methods meetings.
  • Supports integration of project systems to track, monitor and control costs or schedule and claim resolution.
  • Working closely with the Project Controls Manager, ensures accurate training and utilization of approved systems for project document control and reporting.
  • Performs regular project reviews and monitors job risks and change management against key performance indicators (KPIs).
  • Coordinates with project team and Project Controls Manager in tracking and monitoring change order and claims preparation and resolution.
  • Prepares action plan for resolving timely payment for change orders and work performed.
  • Reviews /under billing to determine possible measures for resolution.
  • Coordinates, manages and provides assistance to outside counsel and third party consultants as needed for claim and change resolution.
  • Perform additional assignments per management's direction.

Job description

As the Commercial Manager on the Susquehanna River Rail Bridge project, you will manage commercial activities regarding contract and change management for the project. This is a $1.7B Joint Venture between FlatironDragados and Herzog that will replace the 3/4 mile long, 117 year old, two-track movable Susquehanna River Rail Bridge connecting Perryville and Havre de Grace.
