Position Overview

Under general supervision of the Builder Services Manager, reviews construction plans, administers and oversees non-residential (Commercial) inspections, and assists with cross-connection inspections and control program. Performs related inspections, enforcement, and testing. Interprets, applies, and enforces pertinent rules and regulations, and local ordinances pertaining to required inspections and resolves non-compliance issues.

Essential Job Functions
Plan Reviews
  • Reviews construction plans and proposed connections to ensure compliance with state and local codes
  • Reads and interprets maps, blue prints, plans and specifications as necessary
  • Prepares correspondence to engineers, contractors, and builders for requested construction plan revisions
Commercial Inspections
  • Works closely with builders and contractors to coordinate required inspections
  • Ensures that backflow assemblies, grease traps, other interceptors, sample wells are installed in accordance with local, state, and federal law and per approved construction plans
  • Performs sewer line and connection inspection on all new sewer line installations from the structures' foundation to the District's sewer main or connection, prior to backfilling
  • Certifies the integrity of all District utilities including water meters, meter boxes, hydrants, secondary valves, blow offs, isolation valves, valve boxes, cleanouts, manholes and debris in storm sewer inlets etc. prior to and upon completion of construction
  • Determines the compliance of users through visual inspection and plan review
  • Prepares Notices of Violation as enforcement as necessary, in an effort to bring all users into compliance with local ordinances
  • Responds to inquiries in a courteous manner and provides information within the area of assignment
  • Resolves complaints in an efficient and timely manner
  • Performs any other industry related tasks
  • Cleans, maintains, and performs routine maintenance on equipment and vehicle
Education And Experience Requirements
  • High School or GED
  • Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR)
  • Must be able to communicate clearly and effectively, both orally and in writing
  • Minimum 2 years of experience conducting building or construction inspections
Skills/Abilities
  • Must currently possess or be able to obtain Customer Service Inspector and Backflow Prevention Assembly Tester Licenses within 6 months to continue in this position
  • Prepares and maintains reports, correspondence, records and files related to area of assignment
  • Meets scheduling and attendance requirements
  • Must be able to enter data on tablet and/or computer to update inspections and other assigned tasks
  • Must be available to work overtime and weekends as required
  • Must be able to reply to email and other notifications within a timely manner
  • Works around and on construction sites and other potentially hazardous environments
  • Knowledge of the location of commercial users, water lines, sewer lines and manholes
  • Uses hand tools such as: hammers, screwdrivers, wrenches, pliers, shovels, manhole hooks, etc., to open interceptors and PVC pipe to verify capacity of interceptor
  • Must be able to work under adverse weather and environmental conditions
  • Must be able to operate a motor vehicle and travel to sites to conduct inspections
  • Mechanical Aptitude and knowledge of plumbing preferred but not required
  • Must have the physical strength and agility sufficient to do strenuous tasks under varying conditions
  • Establish and maintain effective working relationships with coworkers, property and business owners/officers, and their representatives
Work Environment
  • Tasks involve the intermittent performance of physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling, or crouching, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds)
  • Subject to exposure to dust, fumes, vibration, noise, and dirty working conditions
Substance Abuse Testing
  • Due to the safety and/or security sensitive nature of this classification, individuals shall be subject to pre-employment or pre-placement alcohol, drug and/or controlled substance testing as outlined by company policy and procedures
