Job description

Join to apply for the Commercial Construction Estimator role at Serco.

Serco is hiring Estimators with commercial construction experience to support FEMA Public Assistance recovery initiatives across Zone 2 in the Midwest. This position involves supporting state, tribal, territorial, local governments, and some private non-profits. Positions are deployment-based, requiring willingness and ability to deploy anywhere in Zone 2.

Note: This role is contingent upon obtaining and maintaining a FEMA EOD Badge/Public Trust Clearance and client approval.

In this role, you will:
  1. Develop cost estimates for infrastructure projects.
  2. Evaluate applicant-provided cost claims for reasonableness.
  3. Review information provided and identify additional information needed.
  4. Research and update equipment rates used in reimbursement for applicant-owned equipment.
  5. Develop and validate Scope of Work (SOW) and Cost Estimates based on Site Inspection Reports (SIR).
  6. Provide Damage Descriptions and Dimensions (DDD).
  7. Enter projects into the Grants Manager system, ensuring consistency and proper documentation.
  8. Utilize standard sampling methodology to verify projects.
  9. Document requirements for project completion in RFI, working with PDMG and Task Force Lead.
  10. Perform peer reviews of projects prepared by team members.
Qualifications:
  • Minimum 2 years FEMA Public Assistance experience.
  • Bachelor’s degree plus 5 years related experience, or 10 years in a related field without a degree.
  • 1-2 years estimating large commercial infrastructure projects.
  • Experience estimating work such as roads, bridges, water facilities, buildings, utilities, debris removal, schools, churches, parks, etc.
  • Ability to obtain and maintain FEMA Public Trust clearance.
  • U.S. citizenship.
  • Ability to maintain FEMA-specific training.
  • Strong Microsoft Office skills.
  • Excellent communication skills.
  • Willingness to deploy to any Zone 2 location within 24–48 hours of task order.
  • Zone 2 includes Arkansas, Colorado, Illinois, Indiana, Louisiana, Michigan, Minnesota, Montana, New Mexico, North Dakota, Ohio, Oklahoma, South Dakota, Texas, Utah, Wisconsin, Wyoming.
  • Availability for 6–12 month deployments.
  • Comfort with using smartphones.
  • Ability to work independently and under stress with tight deadlines.
Preferred skills:
  • Knowledge of FEMA Public Assistance policies.
  • Training in the new Public Assistance delivery model.
  • Active FEMA badge.
