Clackamas Community College (CCC) seeks to hire a College Safety Officer position. This is a part-time, classified, non-union, non-exempt, and non benefits-eligible position. Purpose of Position

Perform unarmed patrol of college owned properties on foot, on bicycle, and in vehicles, to enforce campus security rules and campus policies. Â Issue warnings or citations for violations, including physical arrest. Â Perform security checks for suspicious persons or vehicles.

Essential Job Functions

  • Â Conduct Patrol

1.1. Â Conduct patrols of college owned properties on foot, on bicycle, and in vehicles, to enforce college safety rules and policies, and ensure a safe environment for work and learning.Â

1.2. Â Provide non-enforcement assistance to community members. This assistance varies, but may include providing directions to locations on and off campus, jump-starting cars with dead batteries, locking and unlocking rooms and buildings, escorting individuals to their vehicles, or addressing specific safety concerns with individuals.Â

1.3. Â Respond to calls for service on campus, including but are not limited to: major crimes, civil complaints, thefts, assaults, traffic accidents, crime scenes, and medical emergencies. Â Once on scene, use discretion and policy to take appropriate action and make sound decisions.Â

1.4. Â Investigate incidents occurring on campus (to include but not limited to Criminal, Policy, Conduct, Title IX, and Threat Assessment), collect evidence, interview individuals involved, and document the incident through a police style format.

1.5. Â Maintain working relationships with law enforcement agencies local to our campuses and provide assistance to them when requested.Â

1.6. Â Perform money transfers between campuses. Â

1.7. Â In the event of a major incident on campus, act as first responders on scene, assess need, and assist as required. This could include assisting with the rescue of college community members, providing first aid or the treatment of traumatic injuries, coordinating evacuation, and other duties as stated in the Emergency Operations Plan.

1.8. Â Utilizing crisis intervention skills, safely interact with individuals that may be suffering from a mental health crisis. Avoid escalation while maintaining discretion and empathy in situations to achieve more positive results.Â

1.9. Â Assist Law Enforcement and Fire Department personnel, as requested. This may be during a major incident, when a member of the college community in crisis, or during a campus emergency.Â

1.10. Â Maintain a broad knowledge of College Board policies, operating procedures, administrative rules/regulations, and Oregon revised statutes.Â

1.11. Â Perform ancillary duties as assigned. Examples - Building Emergency Response Team Coordinator, College Motor Pool Program Coordinator, Video System Coordinator, etc.

  • Â Crisis Intervention Team (CIT) and Defensive Tactics

2.1. Â Complete CIT training and maintain knowledge of Crisis Intervention related information and training.

2.2. Â Maintain confidence and the ability to control a situation in the safest way possible. This may include using physical force to prevent further negative or unsafe occurrences, acknowledging threat indicators exhibited from a subject to prevent a violent incident from occurring, staying calm and multitasking during the onset of a stressful or potentially harmful encounter, and knowing how much force to use and when to disengage.

2.3. Â Maintain training and knowledge related to subjects like de-escalation, use-of-force law and procedure and acceptable defensive tactics designed for compliance rather than injury.

2.4. Â Maintain applicable state certifications and licenses, as well as staying current on CPR/First Aid/AED certifications.

2.5. Â Complete required regular departmental training in defensive tactics, use of force, community policing, and DEI topics related to job skills.

2.6. Â Maintain personal training and credential records.

  • Â Community Outreach and Threat AssessmentÂ

3.1. Â Provide presence during Community Outreach events such as the CCC Resource fair, providing information to students during onset of each new term, and graduation.

3.2. Â Maintain knowledge of and assist the CARE team with students/persons of concern. This may include filing documentation, conducting research, determining threat level, and following up when necessary.

3.3. Â Gather real-time campus knowledge during periods of major campus activity by monitoring social media posts. Reviewing for real-time knowledge on what community members are experiencing on campus, notification of emergency situations that have not yet been reported, or situations that would otherwise remain unknown. Provide timely warning to the campus community, if necessary.

3.4. Â Assist with protective/restraining orders by obtaining a copy of the order, making contact with the protected party to determine when and where they will be on campus, develop information about the restricted party to determine the threat level of the situation, develop a safety plan with the protected party that may involve enhanced DCS Officer presence in specific areas and/or escorts to and from their vehicles. Collaborate with the Campus Resource Officer to allow for rapid intervention with law enforcement should the restricted party attempt any contact or altercation with the protected party.

General Job Functions

  • Establish and maintain effective working relationships with students, staff, other agencies, and the general public.
  • Perform other duties as assigned within the scope of the classification.Â
  • Participate in college committees when requested.
  • Maintain proficiency by attending training and meetings, reading materials, and meeting with others in areas of responsibility, which may require travel.
  • Maintain work areas in a clean and orderly manner.
  • Maintain student confidentiality, data integrity, and comply with all related college, state, and federal standards, including the Family Educational Rights and Privacy Act (FERPA). Â

Required Qualifications

  • Associate's degree in a related field and 2 years of directly related work experience OR any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described
  • Advanced knowledge of security standards, practices and procedures. Excellent knowledge of investigative methods and techniques and report writing. Knowledge of federal, state and local laws connected to safety precautions. Knowledge of practices and guidelines pertaining to law enforcement, as well as community colleges and general

Special Requirements or Licenses

  • Valid Driver's License acceptable in the State of Oregon with DMV acceptable driving record
  • At least 21 years of age and must not be excluded from minimum DPSST certification standards
  • Private unarmed security certification within six months of appointment and the ability to maintain this certification and good employment standing
  • Subject to scheduled and random drug tests, including reasonable suspicion testing

Terms of Employment

  • All positions at CCC are required to be available for work onsite as requested by the college and requires a flexible work schedule to meet program needs, which may include evenings and/or weekends
  • CCC employees must reside within 50 miles of Oregon City, Harmony or Wilsonville campus as a condition of employment
