The role connects field elements, customers, platforms, and leadership to keep HUMINT efforts aligned with Defense Intelligence priorities.

The candidate will format and publish Intelligence Information Reports, manage post-publication reviews, and brief collection trends and metrics to leadership.

Qualifications

  • Clearance TS/SCI CI Poly is required.
  • Bachelor's degree or 8+ years of experience in all-source analytic/HUMINT roles.
  • Knowledge of HUMINT reporting systems and collection platforms.
  • Ability to work independently in a high-tempo environment and manage priorities.
  • Strong English communication, both written and verbal.

Responsibilities

  • Format, review, edit, and publish IIRs per policy and reporting thresholds.
  • Conduct post-publication reviews and reconciliation activities.
  • Maintain IIR reporting metrics and assess platform/collector performance.
  • Present trends, issues, and metrics in reports and briefings.
  • Coordinate of directives and collection posture statements across stakeholders.
  • Serve as a collection-management conduit among field elements, customers, and leadership.
  • Assess requirements and recommend resource alignment.
  • Coordinate analytic feedback and supplemental evaluation data.
  • Support integrated collection strategies and HUMINT tasking with other disciplines.
  • Prepare and brief IIRs, directives, and related products.

Overview

BLUEHAWK, LLC is seeking a Mid-Level HUMINT Collection Manager to support DIA Directorate for Operations collection requirements, reporting, strategies, metrics, and coordination. The collection manager will connect field elements, customers, collection platforms, and leadership to ensure HUMINT efforts remain aligned with Defense Intelligence Enterprise priorities.

Responsibilities
  • Format, review, edit, quality-control, and publish or release Intelligence Information Reports in accordance with applicable policy, guidance, and reporting thresholds.
  • Conduct post-publication IIR reviews and annual reconciliation activities.
  • Maintain IIR reporting metrics and use available intelligence tools to assess platform and collector performance qualitatively.
  • Present collection-management trends, issues, reporting highlights, and metrics in periodic reports and briefings.
  • Support the development, coordination, tasking, review, and reorientation of Operating Directives and platform-specific collection posture statements.
  • Serve as a collection-management conduit among field elements, customers, headquarters, and supported platforms; coordinate priorities, requirements, topics, and collection issues.
  • Assess operational requirements and recommend placement or alignment of collection resources.
  • Request and coordinate analytic feedback, Source Directed Requirements, FINTEL use, and supplemental evaluation data.
  • Support integrated collection and operations strategies and coordinate HUMINT tasking that enables other intelligence disciplines.
  • Prepare and brief IIRs, collection posture statements, operating directives, source-panel input, capability statements, SOPs, integrated collection strategies, collection emphasis messages, and related products.
Qualifications
  • Bachelor's degree or at least eight years of experience in an all-source analytic, HUMINT collection, or HUMINT collection-support role in lieu of the degree.
  • Active TS/SCI CI Poly clearance
  • In-depth knowledge of collection platforms and working knowledge of HUMINT reporting systems.
  • Technical skills and experience to execute collection-management tasks with minimal oversight.
  • Experience coordinating collection requirements, reporting, metrics, or operational support across multiple stakeholders.
  • Work is performed in support of DIA Directorate for Operations mission requirements and may involve classified systems and information.
  • Must comply with applicable DoD, DIA, Intelligence Community, security, records-management, and information-handling requirements.
  • Must be able to work independently in a high-tempo operational environment, manage competing priorities, and meet Government-directed timelines.
  • Must communicate clearly in English, both orally and in writing, and produce accurate, properly formatted deliverables.
  • May be required to attend Government-approved functional training, workshops, meetings, or conferences and to perform other related duties as assigned.
Preferred Qualifications
  • Successful completion of the DIA HUMINT Collection Management Course, Intelligence Information Report Course, or related DIA or Intelligence Community training.
  • Experience drafting Operating Directives, collection posture statements, integrated collection strategies, or collection emphasis messages.
  • Experience supporting DIA, DO, an Integrated Intelligence Center, or comparable DoD or Intelligence Community organization.
