Job summary

City of Fort Scott is seeking a Codes Inspector to inspect residential and commercial properties for compliance with city ordinances. You will work under the Codes Manager to identify nuisances, advise on violations, and ensure timely corrections.

Requirements include an Associate’s Degree or equivalent, plus related experience; must have a valid driver’s license and ability to speak effectively in court or public settings.

Qualifications

Responsibilities

  • Issues citations for code violations and explains housing standards to stakeholders.
  • Appears in court on behalf of the City when required.
  • Follows all City safety policies and performs additional duties as directed.

SUMMARY

Under the direct supervision of the Codes Manager, Codes Director inspects existing residential and commercial properties, buildings and dwelling units to determine compliance with city ordinance standards by performing the following duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
  • Obtains permission from owners and tenants to enter dwellings.
  • Inspects property for nuisances and violations such as weeds and inoperable vehicles.
  • Inspects premises for overall cleanliness, adequate disposal of garbage and rubbish, and for signs of vermin infestation.
  • Contacts owners/tenants by phone or in person and prepares forms and letters advising property owners and tenants of possible violations and time allowed for correcting deficiencies.
  • Consults file of violation reports and revisits dwellings at periodic intervals to verify correction of violations by property owners and tenants.
  • Explains requirements of housing standards ordinances to property owners, building contractors, and other interested parties.
  • Issues citations to property owners for code violations.
  • Appears in Court as required on behalf of the City.
  • Follows all City safety policies and procedures.
  • Performs additional duties and tasks as needed or directed.
EDUCATION AND/OR EXPERIENCE

Associate’s Degree (A.A.) or equivalent from two-year college or technical school; or six months to one year related experience and/or training; or equivalent combination of education and experience.

LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively in a court room or before groups of customers or employees of organization.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.

CERTIFICATES, LICENSES, REGISTRATIONS

Requires valid drivers license and must meet the City’s driving history guidelines.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to walk; use hands to finger, handle, or feel; and reach with hands and arms. The employee is occasionally required to stand; sit; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

WORK ENVIRONMENT

While performing the duties of this job, the employee is frequently exposed to outside weather conditions and risk of electrical shock. The employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; and toxic or caustic chemicals.

The noise level in the work environment is usually moderate.
