Education and Experience: A High School diploma, GED or higher and four (4) years of senior level inspector experience in a code enforcement program including two (2) years in a supervisory capacity.

Licenses and Certificates: Some positions may require certification from Texas Engineering Extension Service (TEEX) as a Code Enforcement Officer II, Certified Code Enforcement Officer with The American Association of Code Enforcement (AACE), Certified Property Maintenance and Housing Inspector with the International Code Council (ICC), a Pesticide Noncommercial Applicator license issued by the Texas Department of Agriculture, and Visible Emission Evaluators License issued by the Texas Commission on Environmental Quality (TCEQ) at time of appointment.

Texas Class “C” Driver’s License or equivalent from another state.

General Purpose

Under general supervision, responsible for monitoring and guiding specialized code enforcement functions.

Typical Duties

Oversee the daily operations of code enforcement functions within a region. Involves: Conduct inspections in an assigned geographical area or specialization to determine compliance with applicable codes, regulations and ordinances. Monitor the quantity of assigned cases to field inspectors by assigned areas. Provide quality case review and auditing functions.

Oversee the daily operations of facilities and vector control activities. Involves: Ensure business licensing requirements and facility standards are adhered to. Coordinate vector responsibilities such as application or spraying of pesticide chemicals to public grounds, facilities, and standing water to control mosquitoes, ticks, fleas, roaches and other rodents. Monitor and conduct sampling and inspections to identify standing water sites and other areas conductive to breeding.

Oversee the daily operation of complex enforcement issues. Involves: Oversee zoning, land use, occupancy certificates and condemnations issues and conduct follow-up inspections as necessary. Investigate complaints and violations of federal, state, and local codes, ordinances and regulations. Correct deficiencies and assist in determining methods to achieve conformance. Issue notices of violation and/or citations and conduct follow up inspections to ensure corrections are made. Investigate complaints to determine existence of illegal or hazardous conditions in existing residential structures and inform property owners of violations.

Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures. Keep abreast of changes in codes, regulations and departmental policies and act as a liaison in providing information to assigned staff. Act as a resource to management, supervisors and inspectors to provide uniform conformance to the codes, standards and regulations.

Perform administrative duties. Involves: Respond to customer inquiries. Maintain records and files. Develop and interpret reporting tools from applicable computer systems for operational efficiency. Prepare reports and records necessary for presentation in court and testify before appropriate boards, commissions, or courts. Assist with preparing revisions to existing ordinances and codes. Recommend additional ordinances or revisions related to issues not currently addressed under city codes and ordinances. Assist with research to establish goals and priorities for departmental programs. Research, recommend, develop and implement work procedures. Manage and coordinate section workload and scheduling. Assist in training departmental personnel on technical aspects of inspection, and code interpretation and enforcement.

Assist with legal presentations. Assist with evaluation of program operations for effectiveness and efficiency to include workforce utilization. Assist in responding to Open Record Requests. Serve as liaison with other entities. Monitor assigned staff for compliance with licensing and certification requirements.

Supervise assigned staff. Involves: schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.

ELIGIBILITY FOR VACATION LEAVE

All regular employees who are regularly scheduled to work on an average, a minimum of twenty (20) hours per week, who have held a position in the City Service for a period of six months from date of employment, shall be eligible for vacation allowance as hereinafter set forth. Part-time employees shall accrue vacation leave at a pro-rated amount of full-time entitlement based on the number of hours that they are scheduled to work. Employees covered by collective bargaining agreements shall accrue vacation as provided in the applicable agreement.

For 0 - 5 Years Of Service (12 Days)

Regular employees in the City Service shall accrue vacation credit at the following rates per pay period, calculated from the date of employment of each employee:

40 hour per week employees - 3.70 hours per biweekly pay period

For >5 to 15 years of service (17 days):

40 hour per week employees - 5.24 hours per biweekly pay period

For >15 or more years of service (20 days):

40 hour per week employees - 6.16 hours per biweekly pay period

SICK LEAVE WITH PAY

Employees shall be entitled to accrue sick leave with pay in accordance with the Rules of the Civil Service Commission.

ACCIDENT WITH PAY LEAVE

The Amended Section 4.4 of the Ordinance shall become effective upon adoption and shall apply to occupational injuries and occupational diseases occurring on and after date of adoption. Occupational injuries and occupational diseases occurring before such date will be governed by the Ordinance in effect at the time of the date of injury or disease.

PREGNANCY LEAVE

  • Pregnancy shall be treated the same as any other temporary physical disability.
  • An employee on pregnancy leave shall use accumulated and unused regular sick leave time and then (unless granted use of special sick leave) shall be on leave without pay, unless the employee chooses to use any accumulated and unused annual leave.
  • An employee going on pregnancy leave shall give written notice to her department head with appropriate medical verification. Before returning to work from pregnancy leave, the individual will provide appropriate medical documentation releasing the employee to return to work, as is required for any individual who has been on leave for a temporary physical disability.

The following days are hereby declared legal holidays for all the City departments, provided that the provisions of this section shall not apply to members of the Fire Department whose duties are to prevent or extinguish fires, or to members of the Police Department whose duties are those of law enforcement: (Amended 10/03/95)
