Qualifications

Responsibilities

  • Conducts specialized, technical, and complex inspections on city properties, projects, buildings, and developments to ensure compliance with regulations.
  • Identifies non-compliant concerns; investigates violations and tracks corrective actions.
  • Investigates non-compliant problems and recommends corrective action; communicates with developers and others to address violations.
  • Creates notices of violation; takes photographs and gathers evidence; issues citations and responds to citizen complaints.
  • Educates the public on laws, regulations, and code standards; interprets regulations for compliance.
  • Drafts and updates inspection documents and service requests; tracks progress.
  • Oversees, trains, and provides professional development for lower level officers; ensures quality control of inspections.
  • Travels citywide to perform inspections; testifies in hearings and trials for code violations.
  • Performs other work as needed.

This level Inspector is responsible for very specialized inspection, investigation and enforcement in one of the specializedfunctions: Signal Construction and Code Specialist. Inspects very complex projects. May be unable to seek advice ondifficult technical problems from a supervisor. The Inspector III works independently and is responsible for makingdecisions requiring technical discretion, sound judgment, and familiarity with specialized problems where the inspectormay be the City's final technical authority.

Job Description

OverviewThe Code Enforcement Officer III is a highly skilled position that performs specialized and complex inspections and enforces municipal, land development, and property maintenance codes within city boundaries. Schedules and performs systematic property maintenance inspections to maintain or achieve minimum property standards and handles difficult technical problems as needed.

Essential Functions
  1. Conducts and performs specialized, technical, and complex inspections on city properties, projects, buildings, homeowner properties, and developments to ensure compliance with all municipal, state, and federal regulations; serves as the final technical authority on code enforcement.
  2. Identifies, determines, and compiles non-compliant concerns and addresses issues with appropriate parties; investigates alleged violations and tracks corrective actions; takes accurate data and information concerning code violations and enforces code compliance.
  3. Investigates non compliant problems and makes recommendations for corrective action; communicates and collaborates with developers and other individuals to address code violations and make changes; performs follow up work and assistance as needed.
  4. Creates accurate and professional notices of violation; takes photographs and gathers evidence while performing inspections; issues citations and responds to citizen complaints.
  5. Educates and provides information to citizens, developers, and the general public; interprets laws and regulations while educating public on laws regulations and code standards.
  6. Drafts, maintains, and edits documents regarding inspections, code enforcement activities, and code violations; creates and updates service requests appropriately tracking work assignments and progress.
  7. Oversees, trains, and provides professional development opportunities for lower level officers and subordinate staff; provides quality control over inspection and code enforcement activities.
  8. Travels throughout the city to perform inspections and address compliance and code violations; testifies in various hearings and trials for prosecution of violations of Dallas City codes and zoning regulations.
  9. Performs any and all other work as needed or assigned.
Knowledge and Skills
  • Knowledge of municipal, state, and federal regulations.
  • Knowledge of inspection protocols, policies, and procedures.
  • Ability to determine code violations and suggest corrective action.
  • Ability to issue citations and communicate with various individuals
  • Ability to interpret, educate, and apply regulations to correct compliance issues.
  • Ability to use computer programs, software, and equipment.
  • Ability to provide calm, professional, and excellent customer service.
  • Ability to manage time and complete multiple tasks.
  • Communicating effectively verbally and in writing
  • Establishing and maintaining effective working relationships.
Minimum Qualifications
EDUCATION:
  • High school diploma or GED.
EXPERIENCE:
  • Two (2) years of experience interpreting and enforcing codes/ordinances, investigating code violations and/or issuing citations.
LICENSE and CERTIFICATION:
  • Valid driver's license with good driving record.
  • Must have current license as a Code Enforcement Officer issued by the Texas Department of Licensing and Regulation (TDLR).
PREFERENCES:
  • Ability to prepare reports.
  • Ability to testify in court and deal effectively with the public.
  • Basic PC skills.
  • Critical thinking, problem solving, diplomacy, and tact skills.
  • Report writing experience.
  • Spanish/English bilingual skills preferred.
  • International Code Council Certifications preferred.
Salary Range

$52,249.60 - $60,008.00

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
