Responsibilities

  • Inspect areas around solid waste collection, alleys, streets, yards and rights-of-way for violations and compliance with solid waste regulations.
  • Investigate complaints about health, safety, zoning, and solid waste regulations; obtain compliance and issue corrective action correspondence; establish time frames and re-inspect.

Job description

Starting hourly rate | $30.01 6 Months | $30.76

Under general supervision performs work of moderate difficulty inspecting housing for code violations, making inspections for environmental, zoning and sanitary code violations and prepares official correspondence ordering appropriate action to ensure compliance with code requirements, prepares work orders and assigns work to crews to perform corrective action, and cites citizens for non-compliance; performs related work as required.

Inspects interior and exterior of single and multiple family dwellings; identifies code violations related to maintenance, structural conditions and utility systems. Uses a broad knowledge of building construction, plumbing, electrical and mechanical codes, as well as fire safety, public health and property laws to rate conditions observed.

Inspects the area surrounding the point of solid waste collection including solid waste containers, alley, street, yard, and right-of-way; and the yard area surrounding dwellings and other buildings to identify regulation violations and code violations related to solid waste collection and disposal. Uses a broad knowledge of solid waste regulations and codes, as well as safety, public health and property laws to rate the conditions observed.

Receives and investigates complaints about health, safety, zoning, and solid waste regulations; identifies code violations on private and public property; inspects location of violations; explains code violations and application of the law; attempts to obtain compliance with the law; prepares official correspondence ordering corrective action; establishes time frame for compliance; re-inspects locations to ensure code compliance; writes civil citations for non-compliance.

Meets with homeowners, tenants, and community groups; advises of the objectives of the inspection program; discusses the general conditions of property; explains code requirements and enforcement process.

Receives and investigates complaints about dwelling conditions, assesses tenant needs, and aids in relocation when required, posts notices of condemnation when structure does not meet standards or substandard conditions have not been corrected.

Conducts research of public records to locate property owners; prepares official correspondence relative to violations cited detailing corrective action required and time frame for compliance; conducts surveys as directed to locate and identify problem areas.

Develops and prepares reports and records; keeps permanent record of inspections made and corrective action taken by entering inspection information into computerized file systems. Develops and maintains recordkeeping systems to record inspections, activities, violations, and corrective action taken.

Uses judgment to determine proper application of fines for non-compliant property owners and citizens; assists the City Attorney in the preparation of legal cases initiated as a result of non-compliance with code requirements; writes citations; appears as a witness at hearing and in court.

High school diploma and four years of responsible experience in the building construction trades, home inspection, environmental inspection, public relations or an equivalent combination of training and experience.

Must have ability to handle difficult people and situations successfully.

Must possess and maintain throughout duration of employment a valid driver's license.

Obtain and maintain certification through the International Code Council, American Association of Code Enforcement, as a property maintenance housing inspector or equivalent within six (6) months of employment and maintain throughout duration of employment as a Code Enforcement Officer II.

Must pass a background check as prescribed by the City of Davenport.

Must reside in Iowa or Illinois within two (2) years of hire date and maintain residency throughout duration of employment.

Considerable Knowledge of:
  • Principles and practices of building construction, building maintenance, environmental and health conditions.
Good Knowledge of:
  • Geography of the City.
  • Computer programs related to data entry, reporting, and text.
Considerable Skill in:
  • Interpreting and enforcing regulations with firmness, tact, and impartiality.
  • Recognizing unsafe conditions in building construction, property maintenance, electrical, plumbing and mechanical systems, fire safety, and recognizing health hazards and other code violations.
  • Establishing and maintaining effective working relationships with property owners, the public and city officials.
  • Oral, written and electronic communications.
Working Skill in:
  • Maintaining written and electronic records and preparing reports.
  • Computer entry.
  • Assigning, inspecting and checking work of department employees and private contractors.
  • Ability to originate work schedule and follow up inspection process to completion.
