Job summary

The City of Charleston seeks an experienced leader to manage the daily operations of the code enforcement division within the Office of Development Services. The role develops policy, directs staff, and oversees budgeting and compliance with building codes and development regulations.

Responsibilities include supervising employees, presenting budgets, enforcing regulations city-wide, coordinating with departments, attending council and committee meetings, and guiding the division toward

Qualifications

• Requires high school diploma or GED.
• Requires four years in construction, inspections and building code enforcement or closely related experience.
• Must possess ICC Property Maintenance Certification and State WV Property Maintenance Inspector License.
• Certification as Residential Building Inspector B1, Residential Mechanical Inspector M1, and Residential Plumbing Inspector P1 within specified timelines is desired.
• Certification as Residential Electrical Inspector E1 is encouraged.

Responsibilities

• Develops strategic goals and oversees department alignment with City vision.
• Monitors subordinate employees' performance and conducts evaluations.
• Manages annual operating and capital budgets for the department.
• Approves department purchases, expenditures, payroll, and leave requests.
• Attends City Council, Finance Committee and other City/ community meetings as required.
• Interprets building codes and enforces regulations city-wide.
• Serves as backup responder for emergency structure issues.
• Responds to public inquiries about codes and regulations.
• Oversees Vacant Structure Registry, demolition projects, and rental/vacant registries.
• Interviews and selects hires; handles promotions and disciplinary actions.
• Provides training and certification for staff.
• Ensures policy compliance and department goals.
