Job summary

Tuolumne County is seeking a Code Compliance Investigator I/II to enforce state and county codes relating to land use, nuisances, and illegal dumping. Under supervision, you will inspect structures, investigate violations, issue citations, and prepare court-ready reports.

Investigator I is entry-level with close supervision; Investigator II is journey-level with expanded duties and potential advancement after demonstrated experience.

Qualifications

• Equivalent to completion of twelfth grade.
• College courses in criminal justice, public administration, psychology, or related field.
• Experience in interviewing, report writing, and interpreting guidelines and regulations is desirable.

Responsibilities

Job description

Code Compliance Investigator I: $24.69 - $30.01 /hr. Code Compliance Investigator II: $27.28 - $33.15 /hr.

Under general supervision, conducts inspections, performs investigations and prepares cases to enforce state and county codes and ordinances relating to land use issues, public nuisances, and illegal dumping; investigates complaints and issues citations for code violations; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives direct or general supervision from the Code Compliance Officer. Exercises no direct supervision over staff. May provide technical and functional direction to assigned staff.

CLASS CHARACTERISTICS

Code Compliance Investigator I: This is the entry-level position of the code compliance investigator series. Under close supervision, incumbents in this class perform code compliance inspections and assist the public with voluntary compliance; investigate suspected violations of planning, building and safety, and other codes and ordinances for the Community Resources Agency and other Departments as assigned; collect evidence and prepare reports for administrative, civil, and/or criminal cases; issue and enforce compliance orders; assist County agencies in initiating and implementing abatement of code violations.

Code Complaince Investigator II: This is the journey-level classification in the series, able under direction to perform the full scope of duties required. Positions at this level are normally filled by advancement from the I level, or when filled from the outside, require prior code compliance experience.Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

The positions in the Code Compliance Investigator class series are flexibly staffed and positions at the II level are normally filled by advancement from the I level requiring two (2) additional years of experience and after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class. RESPONSIBILITIES

• Conducts field inspections and investigates residential, commercial, and industrial structures for compliance with California building codes, and other local laws, ordinances and regulations under Community Resources Agency jurisdiction.
• Provides information to contractors, developers, and property owners regarding code interpretations and corrective actions required to meet existing regulations.
• Negotiates with property owners to resolve violations of codes and conditions.
• Issues compliance orders for code violations and conducts follow up inspections to ensure that violations have been corrected.
• Schedules appointments and prepares declarations of requests for inspection warrants regarding code compliance investigations and enforcement.
• Compiles, reviews and analyzes information and evidence to obtain an accurate account of events, participants, and property involved in a case.
• Interviews involved parties to obtain statements and other information regarding cases.
• Prepares facts and documentation necessary to identify, investigate, and prepare cases, enforce compliance orders, coordinate County-initiated abatement of violations, and obtain warrants.
• Prepares or maintains comprehensive investigative reports, court papers, correspondence, and other records to facilitate legal prosecution.
• Files complaints, testifies in administrative and judicial proceedings, and represents departments in small claims proceedings.
• Maintains current knowledge of procedures and requirements, and provides training to County staff on code compliance issues.
• Assists County departments in initiating and implementing abatement of code violations.
• Qualifies as an expert witness and testifies in administrative hearings, and civil and criminal court proceedings.
• Represents the County in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.
• Performs other related duties as assigned.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to completion of twelfth (12th) grade. Completion of college courses in criminal justice, public administration, psychology or a related field. Experience that includes interviewing, report writing and interpretation and application of guidelines and regulations is desirable.

Code Compliance Investigator II (In addition to the above): Three (3) years of increasingly responsible experience in code compliance or two (2) years of experience as a Code Compliance Investigator I in Tuolumne County. Experience that includes interviewing, report writing and interpretation and application of guidelines and regulations.

A degree in Criminal Justice may substitute for the above experience.

LICENSES AND CERTIFICATIONS

• Possession of a California driver's license and a satisfactory driving record.
• Code Compliance Investigator I must be able to obtain a Basic Level Certificate as a Certified Code Compliance Officer from the California Association of Code Enforcement Officers (CACEO) within one year of employment.
• Code Compliance Investigator II must possess a Basic, Intermediate or Advanced Level Certificate as a Certified Code Compliance Officer from the California Association of Code Enforcement Officers (CACEO).
