Job summary

City of Clearlake is seeking a Code Enforcement Officer II under general supervision to handle investigations, enforcement, and resolution of violations of City codes, licenses and permits. A PHS is required with the application.

The role involves coordinating with planning, building, and public works staff on cases; issuing notices and citations; and preparing cost abatement data for hearings. The position requires learning and applying city codes, state/local regulations, and court procedures;

Job description

Under general supervision, to perform a wide variety of duties involved in investigating, enforcing and resolving complaints about violations of City codes, licenses and permits.

Applications submitted withouta Personal History Statement (PHS) will not be accepted. In the absence of the Code Enforcement Officer II, may exercise technical and functional supervision over assigned staff and volunteers.

Receive and record complaints from the public and staff regarding violations of City codes including zoning, building and subdivision regulations, public nuisances, abandoned vehicles, weed and brush abatement, health and safety, and business licenses.

Coordinate with planning, building, and public works staff, administration and legal counsel regarding code enforcement cases.

Investigate complaints of violations of State and local codes, ordinances and regulations; document violations by site visits, photographs and other pertinent data; prepare and serve notices of violation and issue citations according to applicable codes and regulations; impose applicable penalties for failure to correct violations. Assist in the preparation of inspection warrants.

Coordinate and conduct follow-up abatement procedures including the preparation of notices, agenda reports; resolutions and related supporting documentation; additional correspondence, site visits, and communicate with property owners, and calculate and compile data pertaining to cost of abatement of public nuisances and/or penalties for failure to correct violations for hearings by the City Council on code enforcement cases.

Prepare and record a variety of notices, liens against real property, and release of liens.

Prepare bid specifications; issue notices inviting bids for abatement of public nuisances; make recommendations on bid award and assist in administration of contracts for abatement work; conduct site visits to ensure the completion of abatement work in accordance with bid and contract specifications and other applicable laws and regulations.

Provide information to property owners, tenants, the general public, business community and other government agencies regarding codes, laws and ordinances; respond to questions, complaints and inquiries.

Maintain files and records related to code enforcement cases; prepare a variety of written reports, memoranda and correspondence.

Assist in the development, implementation and administration of new programs and projects, compile and maintain a variety of statistical and financial data, and prepare and submit a variety of reports to other agencies.

Assist with organizing and conducting meetings with community groups to reduce code violations and improve neighborhoods.

Perform related duties and responsibilities as assigned.

Knowledge of
  • Basic codes, ordinances, laws and regulations pertaining to fire and public safety hazards and public nuisances is desirable.

  • Maintain and update records, logs and reports.
  • Respond to inquiries, complaints and requests for service in a fair, tactful and timely manner.
  • Understand and follow oral and written instructions.
  • Work independently with minimum supervision.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish, maintain and foster positive and harmonious working relationships with those contacted in the course of work.
Experience

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  • Two years of progressively responsible experience working with the public and in the interpretation of rules, laws, or procedures. Some code inspection and enforcement experience is desirable.
Training
  • Equivalent to the completion of the twelfth grade supplemented by specialized training in the areas of planning, building inspection, investigation, or a related field.
License or Certificate
  • Possession of, or ability to obtain, an appropriate, valid driver's license.
