Job summary

Cloud and Things is seeking a COBOL Developer (Developer Level 3) to support New York State’s Integrated Eligibility System modernization. This part-time role involves analyzing and maintaining legacy mainframe applications, troubleshooting production issues, and documenting business rules to facilitate reliable health and human services systems.

The position requires extensive COBOL experience on mainframes, strong analysis skills, and leadership capability.

Qualifications

• 7+ years of experience working on complex projects, including 2+ years in a Developer leadership role (Level III).
• 7+ years of direct COBOL 74 and/or COBOL 85 programming experience on mainframes.
• 5+ years of mainframe systems analysis, design, programming, and testing experience.
• Desirable: 7+ years developing and maintaining COBOL applications including routines, procedures, TIP screens, ECL, and batch jobs.
• Desirable: 4+ years of production support, monitoring, and debugging in a mainframe environment.
• Desirable: 4+ years with RDMS and DMS databases and data dictionaries.

Responsibilities

• Review production mainframe systems to map major components to business functions.
• Analyze COBOL routines, TIP screens, ECL, batch jobs, and FTP processes.
• Examine RDMS/DMS database structures, data dictionaries, and source code for discrepancies.
• Monitor production systems, diagnose and debug issues in the mainframe environment.
• Document system specifications, findings, and solutions for knowledge transfer.
• Collaborate with architects and development teams to refine designs.
• Coordinate team activities and act as SME throughout the SDLC.
• Report progress, risks, and issues to supervisors and project leads.

Overview

We are seeking a COBOL Developer (Developer Level 3) to support New York State’s Integrated Eligibility System (IES) modernization initiative. This part-time role focuses on analyzing and maintaining legacy mainframe applications, troubleshooting production issues, documenting business rules, and collaborating with technical teams to support reliable health and human services systems.

Duties

• Review production mainframe systems to identify major technical components and map them to business functions.
• Analyze COBOL routines, procedures, TIP screens, ECL, batch jobs, and FTP processes.
• Examine DMS and RDMS database structures, data dictionaries, and source code to identify discrepancies or inaccuracies.
• Monitor production systems and diagnose and debug issues in the mainframe environment.
• Document system specifications, technical findings, and solutions to facilitate knowledge transfer.
• Collaborate with architects and application development teams to refine solution designs.
• Coordinate activities with team members, users, and requestors; serve as a subject matter expert throughout the IES software development lifecycle.
• Report task progress, risks, and outstanding issues to supervisors and project leads.

Mandatory Qualifications

• More than 7 years of experience working on complex projects, including 2 or more years in a Developer leadership role (Level III).
• More than 7 years of direct COBOL 74 and/or COBOL 85 programming experience on mainframes.
• 5 or more years of mainframe systems analysis and design, programming, and unit and integration testing experience.

Desirable Qualifications

• 7 or more years of experience developing and maintaining COBOL applications, including routines, procedures, TIP screens, ECL, and batch jobs.
• 4years of production support monitoring, error diagnosis, and debugging in a mainframe environment.
• 4years of experience working with RDMS and DMS database structures, data dictionaries, and source code.
• 4years of experience supporting technology solutions for an Integrated Eligibility System in a Health and Human Services domain.
• 1yearof experience creating and maintaining technical documentation, conducting code walkthroughs, and performing testing activities in a mainframe environment.
• 1–2 years of experience reviewing, translating, and extracting business rules and process logic from COBOL source code.
