Client Service Location Expectations

Clients are primarily located in community‑based group homes. Sessions may also be conducted in community‑based offices, the company’s main office, or via telehealth if either the client or the counselor is physically located on site.

  • 6 Category A clients serviced in community‑based meeting room 1723 Gwynns Falls Parkway, Baltimore, MD 21217
  • 4 clients (non‑Category A) serviced in the community or at 3310 Eastern Avenue, Baltimore, MD 21224
OPTION 1 – 1099 INDEPENDENT CONTRACTOR
Scope of Service

Co‑Occurring Disorder Counselor – Independent Contractor. The role spans two organizations: Lighthouse Behavioral Health Center and Community Wellness Outpatient Mental Health Center. The contractor maintains separate contracts with each entity, invoices separately, and is responsible for taxes, benefits, and liability coverage.

Overview

Assigned clients reside mainly in community‑based group homes. The counselor schedules and facilitates group and individual counseling sessions, conducts assessments, and completes documentation throughout the service period.

Responsibilities
  • Provide substance‑use and mental‑health assessment, diagnosis, and treatment for co‑occurring disorders.
  • Facilitate individual, family, and group counseling as scheduled.
  • Conduct diagnostic assessments and treatment planning at initial service and each 6-month follow‑up.
  • Maintain timely documentation in ICANotes, ensuring compliance with CARF, Medicaid, and COMAR standards.
  • Coordinate with program coordinators and external providers, including PCPs, housing, probation, or substance‑use programs.
  • Deliver crisis intervention and safety planning as needed.
  • Participate in fidelity reviews, clinical audits, and ongoing training (CEUs) to maintain licensure and model proficiency.
Qualifications & Licensing

The contractor must hold a valid Maryland license in one of the following:

  • Licensed Clinical Alcohol & Drug Counselor (LCADC)
  • Licensed Graduate Clinical Alcohol & Drug Counselor (LGADC)
  • Certified Alcohol & Drug Counselor – Addictions Counselor (CAC‑AD)
  • Certified Supervised Counselor Alcohol & Drug (CSCAD)
  • Approved Alcohol & Drug Trainee (ADT)
  • Licensed Clinical Professional Counselor (LCPC)
  • Licensed Graduate Professional Counselor (LGPC)
  • Licensed Certified Social Worker – Clinical (LCSW‑C)
  • Licensed Certified Social Worker (LCSW)
  • Licensed Master Social Worker (LMSW)
  • Licensed Bachelor Social Worker (LBSW)
  • Licensed Clinical Marriage & Family Therapist (LCMFT)

Compensation & Invoicing

Contractors are compensated per service rendered (e.g., per session or group). Invoices must be submitted by Saturday at midnight each week, listing dates, locations, and service details.

Independent Contractor Status

The contractor retains discretion over service delivery but is not entitled to employee benefits. Appropriate professional liability insurance must be maintained and proof provided upon request.

OPTION 2 – W‑2 EMPLOYMENT
Structure

The full‑time W‑2 position spans two organizations: Lighthouse Behavioral Health Center and Community Wellness Outpatient Mental Health Center. Each organization employs the counselor part‑time (≈20 hours per week), combining to a total of 40 hours.

Work Schedule

4–5 eight‑hour days per week, preferably Monday through Friday, 8:00 AM to 5:00 PM.

  • Up to 10 % travel, interoffice and site‑based.
  • Community‑based offices or hybrid setting with in‑person responsibilities.

Responsibilities
  • Provide substance‑use and mental‑health counseling (individual, group, family) for co‑occurring disorders.
  • Maintain treatment plans, documentation, and evidence‑based practice fidelity.
  • Coordinate care with internal and external providers.
  • Adhere to COMAR, CARF, and regulatory requirements.
  • Participate in audits, quality assurance, training, and supervision.
  • Ensure crisis intervention and safety planning as required.
