JBS International, Inc. is seeking a CMS Enterprise Strategy & Operations Director (SME II) to provide senior advisory leadership across CMS initiatives, shaping enterprise transformation and BPA portfolio governance. The role requires 15+ years of federal health/public-sector leadership and deep CMS knowledge.

This hybrid position involves 2–3 days onsite at our North Bethesda, MD headquarters. The SME II will guide governance, growth, and cross-system integration, partnering with CMS leaders

CMS Enterprise Strategy & Operations Director

The CMS Enterprise Strategy & Operations Director, Subject Matter Expert II (SME II), serves as a JBS subject matter expert and nationally recognized authority on federal health operations, enterprise transformation, organizational effectiveness, and CMS administration. The position provides consultation to federal agencies and JBS leadership, shapes strategic growth opportunities, guides solution development, and serves as the organization's highest-level subject matter authority in the practice area.

The SME II serves as JBS International’s trusted advisor for the Centers for Medicare & Medicaid Services (CMS) Enterprise Operations & Efficiency Blanket Purchase Agreement (BPA). This individual provides BPA-level strategic subject matter expertise, cultivates senior relationships across CMS and the Celerian Group, shapes competitive call order pursuits, and helps position JBS to deliver integrated enterprise operations support across the full scope of the vehicle.

This is not a traditional task order project manager role. The SME II operates at the portfolio and enterprise level, providing strategic direction, governance, quality oversight, and growth leadership while individual call orders are led by designated project managers.

This is a hybrid position requiring 2-3 days per week onsite at our headquarters in North Bethesda, MD.

ESSENTIAL JOB FUNCTIONS

Executive Client Leadership and Advisory

Serve as a senior interface and trusted advisor to CMS leaders, bringing credibility, judgment, and a deep understanding of CMS operations, priorities, and decision-making environments.

Advise on enterprise transformation, operational effectiveness, strategic implementation, performance management, and cross-component coordination.

Lead or support executive briefings, governance reviews, strategic planning sessions, and high-stakes stakeholder discussions.

Translate federal mandates, Administration priorities, HHS direction, and CMS objectives into practical enterprise-level strategies and implementation approaches.

BPA Strategy, Governance, and Portfolio Oversight

Establish and maintain the management framework for the BPA, including decision rights, escalation pathways, quality standards, risk visibility, and coordination across JBS, Celerian Group companies, teaming partners, and call order teams.

Provide senior oversight across the call order portfolio, comparable to a Practice Director or enterprise portfolio leader, without replacing the day-to-day authority of individual call order project managers.

Monitor portfolio performance, emerging risks, client priorities, and cross-order dependencies; expedite to the executive level when alignment or corrective action is required.

Promote consistent use of scalable program management, change management, continuous improvement, data, and performance measurement practices across the vehicle.

Ensure BPA-level delivery remains aligned with CMS expectations and JBS commitments related to quality, compliance, accessibility, security, and operational excellence.

Growth and Call Order Capture

Support the BPA growth strategy and pipeline, identifying call order opportunities that align with JBS and Celerian Group capabilities.

Build relationships and maintain market awareness to anticipate CMS needs, shape solution strategies, and strengthen JBS positioning before call order release.

Lead or support bid and no-bid recommendations, competitive assessments, teaming decisions, solution development, oral presentations, and executive reviews.

Help identify and recruit high-caliber leaders and subject matter experts for anticipated call orders.

Partner with Business Development, Growth Directors, Practice Directors, PMO leadership, and Celerian Group counterparts to develop integrated, differentiated responses.

Integrate multidisciplinary capabilities across enterprise strategy, program management, organizational change, program integrity, compliance, emergency preparedness, executive reporting, data analytics, and business intelligence.

Align the right JBS, affiliate, and partner capabilities to each call order rather than personally directing every technical workstream.

Champion approaches that are practical, measurable, scalable, and responsive to evolving CMS priorities.

SUPERVISORY RESPONSIBILITY

Provides senior oversight and strategic direction across the BPA portfolio and may supervise or mentor program, capture, or other subject matter experts as assigned.

MINIMUM JOB QUALIFICATIONS

Education: Master’s degree in public administration, business, public health, health policy, management, or a related field.

Experience: A minimum of 15 years of progressively responsible leadership experience in federal health, public-sector consulting, enterprise operations, or a closely related field, including at least 10 years of executive or senior leadership experience supporting CMS enterprise programs, contracts, or transformation initiatives. Demonstrated experience leading federal enterprise contracts or portfolios valued at more than $10 million annually.

Knowledge: Deep knowledge of CMS organizational structures, operating environments, mission priorities, stakeholder landscape, and federal health program context. Demonstrated knowledge of enterprise strategy, governance, federal contracting, performance management, organizational change, risk management, and data-driven decision support.

Skills: Exceptional communication, facilitation, negotiation, and consensus-building skills. Demonstrated ability to advise senior federal executives, lead across organizational boundaries, integrate multidisciplinary teams and affiliates, and provide oversight across multiple concurrent projects or task orders while delegating day-to-day delivery to accountable project leaders.

Business Development: Demonstrated business development and capture experience, including opportunity shaping, solutioning, teaming, proposal leadership, and/or oral presentations for federal work.

Security Clearance: Must be eligible to obtain a Public Trust. In addition, candidates must be able to successfully complete and maintain all client-required background investigations, screenings, and/or security requirements as a condition of employment.

Location: This hybrid opportunity offers a combination of remote and in-office work, with 2-3 days per week spent onsite at our North Bethesda, MD headquarters.

PREFERRED JOB QUALIFICATIONS

Former CMS or HHS executive, Senior Executive Service member, Center or Office leader, or senior leader of a major HHS contract.

Experience with CMS rural health initiatives or programs serving rural communities.

Doctoral degree in public administration, business, public health, health policy, management, or a related field.

Project Management Professional (PMP), Lean Six Sigma Black Belt, Prosci Change Management certification, or comparable executive program leadership credential.

Certified Emergency Manager (CEM), Certified Business Continuity Professional (CBCP), FEMA continuity or incident command credentials, or related emergency preparedness qualifications.

Active federal security clearance, including Secret or Top Secret/Sensitive Compartmented Information (TS/SCI), where applicable.

Experience leading within a large, multi-entity enterprise efforts or coordinating delivery across affiliated companies.
