Job description

The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $5 billion capital projects portfolio – one of the largest in NY State – as well as a range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling‑up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. The work culture of the Division is strongly customer service oriented, collaborative and delivery focused.

The Capital Programs team of A&CM is responsible for end-to-end management of over 500 active modernization projects across the Authority's properties throughout the city. These investments are necessary to ensure effective building performance and good living conditions for residents, and include modernization of building systems, interiors and exteriors, apartments, and grounds. Current programs focus on heating systems, elevators, roofs, brick facades, CCTV and layered access controls, entryways, flood protection and resiliency, community centers, lighting and playgrounds. Projects utilize a range of delivery methods and procurement approaches, with budgets ranging from $100,000 to up to $100 million per project.

Reporting to the CM Oversight Manager of Project Management Field Operations and working in coordination with project teams, the CMO Field Supervisor audits the performance of Construction Managers assigned to manage construction of capital construction projects on NYCHA’s behalf. The selected candidate will assist with construction administration, ensure contract compliance, assist with the resolution of construction issues, and perform other related duties as required.

Responsibilities
  1. Review Construction Manager's (CMa's) on site activities for compliance with their contract obligations and approved staffing plans and NYCHA construction management standards of practice.
  2. Review CMa project documentation both at the construction site and in the project management system.
  3. Review daily CMa reports to ensure proper documentation of construction activities.
  4. Escalate non-conformances to the responsible Project Management staff by filing audit reports in the project management system.
  5. Prepare weekly project status reports and submit to the responsible Project Management staff.
  6. Perform constructability reviews at various design stages.
  7. Review and provide recommendations on CMa requests from additional services.
  8. Review and provide recommendations on contractor requests for time extensions.
  9. Assist with review of actionable documents such as: Requests for Information, submittals (shop drawings, material samples, etc.), schedule of values, evaluate and recommend validity of potential change orders, progress reports and schedules.
  10. Assist with the review contractor payment requisitions.
  11. Ensure that Construction Managers maintain accurate, complete, and current project records and update project management system accordingly.
  12. Ensure that Construction Managers verify proper signing of the development logbook and completion of daily sign-in sheets.
  13. Assist in the preparation of punch lists.
  14. Maintain familiarity with applicable building codes and governmental regulations.
  15. If required, serve as NYCHA’s representative in the filing of complaints with the Police Department or other agencies in the event of unlawful activity on the construction site.
  16. If required, train and mentor assigned staff.
  17. Travel to all NYCHA sites across all boroughs.

Minimum Qualifications
  1. Six years of full-time paid experience as an architect, engineer, construction superintendent, mason, carpenter, plasterer, iron worker, and/or inspector of construction, one year of which must have been in a supervisory capacity;
  2. Four years of experience, as described in "1" above, at least one year of which must have been in a supervisory capacity, plus two years of education in an accredited college or technical school in subjects directly related to "1" above, or education toward a baccalaureate degree in Engineering, Architecture, or Engineering Technology;
  3. At least one year of experience, as described in "1" above, which must have been in a supervisory capacity, plus completion of an approved five year apprenticeship program in housing construction inspection;
  4. Completion of three years of apprenticeship in housing construction inspection plus either three years experience as described in "1" above, one year of which must have been in a supervisory capacity, or one year of experience as described in "1" above, which must have been in a supervisory capacity and two years of education as described in "2" above;
  5. Education and/or experience which is equivalent to "1", "2", "3", or "4" above. All candidates must have at least one year of experience as described in "1" above, which must have been in a supervisory capacity.
Preferred Skills
  • Experience with progressively responsible assignments in the construction field.
  • Three (3) years of experience in supervising construction field staff.
  • Strong written and verbal communication skills.
  • Substantial proficiency in utilizing project management software and Microsoft Office products.
  • Strong organizational skills.
  • Ability to manage multiple assignments.
  • Experience in analyzing and negotiating resolution of construction project disputes.
  • Expert knowledge of Local Law 11, brick/roof work and exterior facade assessments.
  • Expert knowledge of construction site safety.
