This leadership position provides clinical supervision, case consultation, operational oversight, and direct clinical support to behavioral health professionals serving adolescents experiencing behavioral health challenges, trauma, and mental health diagnoses such as depression, anxiety, ADHD, and other emotional and behavioral disorders.

The Clinical Supervisor plays a critical role in ensuring high-quality clinical care, regulatory compliance, continuity of services, and staff development while supporting the daily operations of the behavioral health program.

Position Overview

Innovative Therapeutic Services (ITS) is seeking an experienced Licensed Clinical Supervisor (LCPC or LCSW-C) to provide administrative and clinical leadership within a 365-day juvenile detention facility serving youth involved with the Department of Juvenile Services (DJS).

This leadership position provides clinical supervision, case consultation, operational oversight, and direct clinical support to behavioral health professionals serving adolescents experiencing behavioral health challenges, trauma, and mental health diagnoses such as depression, anxiety, ADHD, and other emotional and behavioral disorders.

The Clinical Supervisor plays a critical role in ensuring high-quality clinical care, regulatory compliance, continuity of services, and staff development while supporting the daily operations of the behavioral health program.

Schedule & Availability

This is a full-time (40 hours per week) position. Work schedules are assigned based on the operational needs of ITS and the juvenile detention facility.

Candidates must have flexible availability, as this role may require:

  • Daytime, evening, weekend, and occasional holiday coverage
  • At least one evening shift per week (until 8:00 PM)
  • Participation in a rotating after-hours on-call schedule shared among supervisors
  • Adjusted or rotating schedules based on staffing needs and client care requirements

Facility operating hours are:

  • Monday–Friday: 8:00 AM – 8:00 PM
  • Saturday–Sunday & Holidays: 9:00 AM – 5:30 PM

Assigned schedules may vary and are subject to change based on organizational and facility needs.

Key Responsibilities

Clinical Leadership & Supervision

  • Provide administrative and clinical supervision to licensed behavioral health professionals serving youth in a juvenile detention setting.
  • Conduct individual and group clinical supervision in accordance with Maryland Board requirements and agency standards.
  • Provide case consultation and support clinicians with complex clinical decision-making.
  • Guide clinicians in evidence-based practices, trauma-informed care, risk assessment, crisis intervention, and treatment planning.
  • Promote a culture of collaboration, accountability, and professional development.
  • Coordinate and maintain consistent supervision schedules for assigned clinicians.

Operations & Program Management

  • Coordinate site scheduling and maintain adequate clinical staff coverage for all required facility shifts.
  • Provide direct clinical coverage during staffing shortages, clinician absences, or program needs.
  • Assist with coordinating psychiatric clinics involving psychiatrists and psychiatric nurse practitioners.
  • Participate in a rotating after-hours on-call schedule.
  • Monitor clinician productivity and ensure contract deliverables are achieved, including behavioral health assessments, individual therapy sessions, and group counseling services.

Compliance & Administrative Responsibilities

  • Review psychosocial evaluations, assessments, treatment documentation, and clinical records for quality, accuracy, completeness, and compliance.
  • Monitor adherence to agency policies, DJS requirements, payer standards, and applicable regulations.
  • Process incoming referrals received from the Department of Juvenile Services (DJS) and assign cases appropriately.
  • Compile and submit required monthly statistical and operational reports.
  • Participate in clinical meetings, supervisory meetings, facility meetings, and agency initiatives.

Direct Clinical Services

  • Complete psychosocial evaluations and comprehensive behavioral health assessments as needed.
  • Conduct Qualified Residential Treatment Program (QRTP) assessments when assigned.
  • Provide individual therapy, group counseling, crisis intervention, and other direct clinical services as necessary.
Education, Licensure & Qualifications

Required

  • Master's Degree in Counseling, Psychology, Marriage and Family Therapy, Social Work, or a related behavioral health field.
  • Active Maryland clinical license in good standing:
    • Licensed Clinical Professional Counselor (LCPC), or
    • Licensed Certified Social Worker–Clinical (LCSW-C)
  • Maryland Board-approved Clinical Supervisor.
  • Minimum of three (3) years of post-licensure clinical experience.
  • Strong knowledge of behavioral health documentation standards, regulatory compliance, and evidence-based treatment.
  • Experience supervising licensed behavioral health clinicians.
  • Proficiency with electronic health record (EHR) systems, Microsoft Office, and computer applications.
  • Excellent written, verbal, organizational, and interpersonal communication skills.
  • Ability to pass all required federal and state background investigations.
  • Reliable transportation.

Preferred

  • Previous supervisory experience within a juvenile justice, residential, inpatient, or community behavioral health setting.
  • Experience working with adolescents, justice-involved youth, or high-risk populations.
  • Experience coordinating multidisciplinary treatment teams.
