Job Description
Position Summary

Bi-Bett Corporation is seeking an experienced Clinical Program Director to provide clinical leadership, oversight, and supervision for its substance use disorder (SUD) treatment programs, including residential treatment, intensive outpatient services, and Incidental Medical Services (IMS), as applicable to the organization’s California Department of Health Care Services (DHCS) licenses and approvals.

Reporting to the Chief Executive Officer, the Clinical Program Director oversees licensed clinical and nursing personnel, including Licensed Practitioners of the Healing Arts (LPHAs) and Licensed Vocational Nurses (LVNs) assigned to IMS. This position ensures the delivery of safe, ethical, evidence-informed, person-centered, and clinically appropriate services while maintaining compliance with applicable California regulations, licensing requirements, professional standards, and organizational policies.

The Clinical Program Director works collaboratively with executive leadership, the Director of Operations, Compliance, Medical Director(s), and other designated personnel to strengthen clinical quality, support organizational growth, and promote effective, coordinated care. This is a clinical leadership position focused on clinical services, professional supervision, quality improvement, and regulatory compliance, rather than day-to-day facility operations or general business administration.

Essential Duties and Responsibilities
Clinical Leadership and Program Development
  • Provide clinical oversight and direction for residential treatment, intensive outpatient, and IMS services within the scope of applicable licenses, approvals, and professional qualifications.
  • Oversee clinical programming, therapeutic interventions, treatment protocols, and individualized, recovery-oriented, trauma-informed, and culturally responsive services.
  • Evaluate program effectiveness, clinical outcomes, and emerging best practices to identify opportunities for improvement.
  • Promote continuity of care, appropriate transitions between levels of care, and coordination with external providers and community resources.
  • Participate in organizational strategic planning and collaborate with executive leadership to establish clinical priorities and support long-term sustainability.
Clinical Staff Supervision and Development
  • Provide clinical supervision to qualified personnel in accordance with California law, professional licensing requirements, and authorized scope of practice.
  • Oversee clinical staff performance, professional development, training, case consultation, and adherence to ethical and documentation standards.
  • Participate in clinical hiring recommendations, onboarding, competency assessments, performance evaluations, and corrective action, in collaboration with appropriate leadership.
  • Coordinate with the Director of Operations regarding clinical staffing needs and coverage, including providing LPHA coverage when needed and within the scope of professional qualifications.
  • Establish expectations for professional conduct, therapeutic boundaries, clinical accountability, and quality of care.
Clinical Documentation and Treatment Planning
  • Oversee the quality and appropriateness of clinical assessments, diagnostic evaluations when authorized, individualized treatment plans, progress notes, discharge plans, and continuing-care recommendations.
  • Ensure clinical records are accurate, complete, timely, and consistent with medical necessity requirements, applicable payer standards, and regulatory expectations.
  • Monitor documentation compliance and implement corrective actions when deficiencies are identified.
  • Promote appropriate admission, continued-stay, transfer, and discharge decisions based on client needs, clinical assessments, treatment response, and applicable level-of-care criteria.
  • Support coordinated care for co-occurring mental health conditions and other clinical needs within the programs’ authorized scope.
Regulatory Compliance and Quality Improvement
  • Maintain clinical compliance with applicable DHCS licensing and certification requirements, including relevant provisions of Title 9 and Title 22 of the California Code of Regulations.
  • Collaborate with Compliance to maintain clinical policies, procedures, and practices consistent with applicable state and federal requirements, including HIPAA and42 CFR Part2, as applicable.
  • Participate in regulatory inspections, audits, investigations, and reviews involving clinical services.
  • Oversee or conduct clinical chart reviews, monitor quality indicators, and develop corrective action and performance improvement plans.
  • Monitor clinical outcomes, treatment engagement, documentation completion, discharge planning, continuity of care, and client feedback.
  • Ensure clinical staff receive appropriate training on regulatory requirements, professional ethics, client rights, confidentiality, and organizational policies.
Incidental Medical Services (IMS) Oversight
  • Provide clinical program oversight for IMS in accordance with applicable DHCS requirements and organizational approvals.
  • Coordinate with Medical Director(s), licensed healthcare practitioners, nursing personnel, and other authorized providers regarding clinical protocols and continuity of care.

  • Collaborate with Compliance to maintain appropriate IMS policies, procedures, documentation, and coordination practices.
Client Safety and Risk Management
  • Provide clinical leadership in assessing and addressing client safety concerns, clinical risks, and significant incidents.
  • Review adverse events, treatment-related grievances, and other matters requiring clinical evaluation.
  • Support appropriate crisis response, suicide-risk assessment protocols, relapse-risk interventions, and escalation of urgent medical, psychiatric, behavioral, or safety concerns.
  • Coordinate with appropriate clinical and operational personnel to ensure timely follow-up, documentation, and corrective action.
Electronic Health Records, Data, and Reporting
  • Oversee clinical documentation workflows and effective use of the organization’s electronic health record (EHR) and applicable county-based systems and reporting platforms.
  • Collaborate with the Director of Operations to support accurate, timely, and consistent data entry, appropriate information sharing, data integrity, and compliance with privacy and security requirements.
  • Monitor clinical outcomes and key performance indicators for RTC, IOP, and IMS services, as applicable to assigned clinical and nursing personnel.
  • Prepare and review internal and external clinical reports, as needed, to support regulatory compliance, program evaluation, and continuous quality improvement.
Interdisciplinary Collaboration
  • Participate in case conferences, multidisciplinary meetings, clinical consultations, and treatment reviews.
