Job summary

Qualifications

  • Master’s degree in Counseling, Social Work, Psychology or related behavioral health field.
  • Active Texas LPC-S, LCSW-S, or LMFT-S license in good standing.
  • Minimum of 3 years post-licensure behavioral health experience.
  • Experience supervising clinicians or leading clinical teams.
  • Working knowledge of case management/TCM service delivery and QMHP-CS supervision requirements.

Job description

The Clinical Manager serves as a key clinical leader supporting the delivery of high-quality behavioral health services across EMC Behavioral Health. This role provides clinical supervision, quality assurance oversight, compliance leadership, staff development, and operational support across EMC locations.

The position serves as the licensed supervisor of record for clinicians requiring supervision and oversees QMHP-supervised case management services to ensure clinical and documentation standards are met. The role partners closely with the Operations Manager to ensure effective clinical and operational performance, and is designed as a developmental leadership position with opportunities for future advancement into senior clinical leadership roles.

Key Responsibilities:

  • Provide clinical supervision and leadership to assigned clinical staff.
  • Oversee and support case management operations, ensuring QMHP-CS supervised services meet documentation, supervision, and compliance standards (TCM, BIRP/CM note quality, service authorization alignment).
  • Partner with the Case Manager Supervisor on case review, staff development, and case management quality assurance.
  • Support quality assurance, documentation reviews, and audit readiness across both clinical and case management functions.
  • Assist with implementation of policies, procedures, and clinical best practices.
  • Provide consultation on complex clinical and case management situations, risk management, and level-of-care decisions.
  • Collaborate with the Operations Manager to improve client access, scheduling, intake processes, and workflow efficiency.
  • Monitor operational and clinical performance indicators and recommend process improvements.
  • Support onboarding, training, coaching, and performance development of clinical and case management staff.
  • Participate in interdisciplinary meetings, compliance reviews, and organizational initiatives.
  • Assist leadership in maintaining compliance with HHSC, DFPS, MCO, TRR, TAC, HIPAA, and related requirements.
  • Support crisis response and incident review processes.
  • Maintain active licensure and clinical competency through continuing education and supervision practice.

Minimum Qualifications:

  • Master’s degree in Counseling, Social Work, Psychology, or related behavioral health field.
  • Active Texas LPC-S, LCSW-S, or LMFT-S license in good standing.
  • Minimum of 3 years post-licensure behavioral health experience, including direct clinical work in community mental health, Medicaid-funded, or similarly underserved care settings.
  • Experience supervising clinicians or leading clinical teams.
  • Working knowledge of case management/TCM service delivery and QMHP-CS supervision requirements.
  • Knowledge of Medicaid, MCO, and behavioral health compliance requirements

Preferred Qualifications:

  • Direct experience supervising or coordinating with case management/QMHP-CS staff.
  • 1–3 years of operational leadership or clinic operations experience.
  • Experience partnering with intake, scheduling, front-office, or administrative teams.
  • Experience participating in audits, compliance reviews, and quality improvement initiatives.
  • Familiarity with EHR systems (e.g., Notenetic), operational metrics, and workflow improvement.
  • Demonstrated understanding of behavioral health population needs — co-occurring disorders, crisis stabilization, trauma-informed care, and Texas community mental health systems.
