Qualifications

  • OR an equivalent combination of education, training and experience.

*This will be used to fill a Term position until June 30, 2027.*

Incumbents in this position are responsible for providing professional client services and overall program supervision over case management for the Problem Properties section in the City Counselor’s Office.

Essential Functions and Responsibilities
  • Supervises, trains, and supports a team of social service workers (Client Service Coordinator I) assigned to Problem Properties cases.
  • Oversees social work interventions for individuals and households impacted by nuisance activity, vacancy, or enforcement actions.
  • Serves as a primary liaison to legal, building, public safety, health, housing, and community partners.
  • Ensures compliance with applicable laws, professional licensing standards, confidentiality requirements, and grant conditions (if applicable).
  • Supports community-facing efforts related to problem properties, including outreach and education as appropriate.
  • Performs other duties as assigned.
Knowledge, Skills, and Abilities
  • Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such established criteria to define consequences and develop alternatives.
  • Human Interaction: Requires the ability to provide first-level professional counseling to clients and/or patients.
  • Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer, and/or materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as performance appraisals, case summaries, budgetary plans, policy manuals, professional journals, statutes, procedures, guidelines and non-routine correspondence.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; calculate decimals and percentages, and use descriptive statistics.
  • Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
  • Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
  • Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as violence and disease.
  • Physical Requirements: Tasks require the ability to exert light physical effort in sedentary to light work. Tasks may involve extended periods of visual concentration in the preparation of documents.
  • Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds, tastes, odors and textures associated with job-related objects, materials and tasks. Requires the ability to distinguish objects clearly both at close and arrange in order to assess various situations for safety.
Qualifications

A Bachelor’s degree in Social Work, Criminal Justice, Public Administration, or a directly related field; plus one year of professional social service experience that includes working with vulnerable populations, housing instability, behavioral health, or community-based interventions. OR an equivalent combination of education, training and experience.

Preferences
  • Master’s degree Social Work (MSW) from an accredited program.
  • Current licensure as Licensed Social Worker (LSW) or Licensed Clinical Social Worker (LCSW), or ability to obtain licensure within a specified timeframe.
  • Previous supervisory or lead experience in a social service setting.
License

Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Only qualified applicants who provide proof of a valid driver’s license will be considered for this position.
