Job description

This is an administrative staff position involving various administrative assignments, designed to assist in the management of the administration of agency. This position requires a skill-set to work independently and within the confidentially parameters set forth in the state and federal confidentiality laws and regulations. Ultimately, this position involves a working knowledge of a plethora of administrative duties in order to assist in the logistical management of the single county authority of the counties of York & Adams. It is expected that initiative and performance shall be executed with considerable independence.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Acquire and maintain all needed and required trainings relevant to work responsibilities and assignments.
  • Acquire a practical understanding of the state, federal, and county policies, procedures, grant agreements, etc. relevant to the position responsibilities
  • Acquire a practical knowledge of the drug and alcohol state and federal confidentiality laws and regulations.
  • Act as technical support liaison with York and Adams County IT for all agency staff.
  • Responsible to take notes and type a variety of letters, memos, agendas, resolutions, correspondence, and minutes of meetings and similar documents into draft and final form.
  • Responsible to proofread typed materials to ensure that the information is grammatically and typographically correct.
  • Participate in meetings gathering information to provide staff with current meeting minutes
  • Organize and set up formats and layouts for printing booklets, pamphlets and brochures.
  • Schedule appointments and meetings as directed.
  • Sort, channel, route and circulate correspondence, as directed.
  • Assist in the preparation of the required county, state, and federal reports, policies and procedures within administration, case management, fiscal, and prevention, as directed.
  • Enter data as requested.
  • Systemize and assist in the execution of the trainings hosted by the agency as required.
  • Coordinate and facilitate the SCA training series by securing sites, caterers, speakers and taking registrations, securing PCACB credits and completing all required Dept of Drug and Alcohol Programs (DDAP) paperwork. Additionally, must collect payments and forward to Fiscal Department.
  • Assist with preparation of the required state, federal, and county reports in accordance with the assigned due dates.
  • Assist in meeting deadlines in time-limited projects as directed and assigned by supervisors.
  • Maintain filing systems for case management records and files
  • Maintain a current organizational chart as indicated by DDAP
  • Act as liaison with the York County webpage designate to ensure the agency webpageremains current.
  • Regulate waiting room; ensure handouts are current, relevant, organized and available.
  • Systemize and regulate archived items while ensuring confidentiality of client information.
  • Plan and organize activities for all staff to help foster strong morale, teamwork and a positive attitude within the organization.
  • Assist in the management of service provider agency contracts, letters of agreement, memorandums of understanding, etc. as directed by supervisors.
  • May function as a lead worker by distributing and interpreting work to subordinate staff.
  • Responsible for all other detail of a technical nature as it relates to administrative issues, as assigned and directed by the agency administrator.
  • Perform other related duties as assigned
ESSENTIAL REQUIREMENTS
  • One year of progressively complex clerical typing experience and completion of high school; or six months of moderately complex clerical typing work and completion of a post high school business curriculum; or six months as a Clerk Typist 2, and educational development to the level of completion of high school; or any equivalent experience and/or training which provided the required knowledge, skills, and abilities.
  • Knowledge of English grammar, spelling, and punctuation at a level equivalent to that used in writing or adjusting written materials normally consisting of complex sentence structures; one, two, and three syllable words; and punctuation marks for word, number, sentence, phrase, and clause separation.
  • Knowledge of standard office procedures, practices, conduct, and actions necessary in maintaining harmonious working relationships.
  • Knowledge of the techniques applied in referencing technical journals or code books.
  • Knowledge of the types, organization, and use of various kinds of office files that are organized according to multiple indexing methods; and logs, forms, and letter formats used in consolidating information from numerous sources.
  • Knowledge of advanced arithmetic which involves calculations similar to adding, subtracting, multiplying, and dividing mixed numbers or complex fractions, conversions of fractions into decimal or percent form, and the use of variable formulas that are selected on a situation or problem basis.
  • Skill in using a computer to include, but not limited to: Desktop Publishing Software, PowerPoint Software, Excel Software, etc.
  • Ability to organize written information in a user friendly format utilizing various software for community distribution and various presentations, etc.
  • Ability to understand and follow oral and written instructions which explain the work objectives and general guidelines that require independent decision making on the most appropriate procedures to be followed in varied courses of action.
  • Ability to independently determine the best possible resolution to processing problems.
  • Ability to interpret all associated regulations, policies and procedures and apply them accordingly.
  • Ability to establish and maintain effective working relationships with other members of the staff, outside agencies and institutions, and the general public.
  • Ability to develop and set up clerical procedures for the process or office activities performed.
  • Ability to assemble, organize, and present status information from various source materials concerning the operation of a process or office activities.
  • Ability to proofread varying types of information for conformance with a prescribed pattern or form, to assure the adherence to instructions and clerical office procedures, for compliance with specific administrative or procedural rules.
  • Ability to transfer information from formats which occur in random order and present a modified form according to rules and procedures.
  • Ability to organize and prioritize work in a manner which insures smooth processing of items.
  • Ability to use discretion and judgment in dispensing information clearly.
  • Ability to instruct and advise employees on the methods and procedures used in a process.
  • Ability to compose correspondence of inquiry or explanation relating to a problem, request, or program need by surveying the nature of the item and determining the course of action to execute the presentation.
  • Ability to perform intermediate arithmetic calculations such as the adding and subtracting of whole numbers and decimals; and multiplying and dividing by two or more digit whole numbers or decimal multipliers and divisors.
  • Ability to operate office and mail processing machines such as the adding machine, photo-copier, postage meter; and instruct others in their use.
