Qualifications

  • Bachelor's degree from an accredited college or university in business, project management, intelligence studies, national security, information management, or a related field is required.
  • Minimum of ten (10) years of experience supporting classification management, information management, foreign disclosure, or related intelligence community functions.
  • Demonstrated knowledge of Executive Orders, Intelligence Community Directives, DOE classification guidance, and applicable classification and foreign disclosure policies and procedures.
  • Experience conducting classification, prepublication, and/or foreign disclosure reviews.
  • Experience managing projects or programs involving multiple stakeholders and competing priorities.
  • Demonstrated ability to develop, improve, and document business processes and workflows.
  • Experience serving as the primary point of contact for programs or initiatives requiring coordination across organizations.
  • Strong analytical and problem-solving skills with the ability to evaluate complex issues and recommend practical solutions.
  • Excellent written and verbal communication skills with the ability to brief senior leadership and communicate effectively with technical and non-technical stakeholders.
  • Experience developing and maintaining SharePoint sites or similar knowledge management platforms.
  • Strong organizational skills with demonstrated ability to manage multiple concurrent projects while meeting deadlines.
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, and Teams).
  • The selection of an individual for this position may be conditioned upon his or her successful completion of a counterintelligence-scope polygraph examination.
  • Must have an active DOE Q or Top-Secretclearance.

Responsibilities

  • Oversee and coordinate information management initiatives supporting DOE Office of Intelligence and Counterintelligence programs.
  • Serve as the primary point of contact for assigned information management projects and provide technical guidance to internal and external stakeholders.
  • Conduct classification, prepublication, and foreign disclosure reviews, providing recommendations and ensuring compliance with applicable policies and guidance.
  • Define project scope, determine requirements, establish workflows, identify stakeholders, and document roles and responsibilities for assigned initiatives.
  • Capture risks, issues, findings, and recommended solutions while managing project activities through completion.
  • Build trusted relationships with customers and stakeholders by providing responsive technical guidance and consistent communication.
  • Manage stakeholder coordination for classification reviews, information management activities, and cross-organizational initiatives.
  • Lead and manage the DOE-IN classification training program, including onboarding, offboarding, and recurring training requirements for SCI-cleared personnel.
  • Develop agendas, training materials, reference documentation, and other program artifacts supporting classification training and awareness.
  • Serve as the primary point of contact for classification training supporting NT-50 personnel requesting SCI system access.
  • Manage and maintain Information and Classification Management SharePoint sites on both classified and unclassified networks, ensuring information accuracy, consistency, accessibility, and compliance with organizational standards.
  • Participate as a Foreign Disclosure Officer by conducting disclosure reviews and applying Intelligence Community and DOE guidance to release determinations.
  • Support the development, review, maintenance, and continuous improvement of official DOE-IN classification guidance and associated documentation.
  • Coordinate and support classification site assessments, document findings, recommend corrective actions, and assist with implementation of process improvements.
  • Develop and maintain project documentation, records, status updates, and other program management artifacts.
  • Prepare briefings, reports, and recommendations for management decision-making.
  • Adapt to changing priorities and mission requirements while maintaining quality, responsiveness, and customer service.
  • Identify opportunities to improve business processes, increase efficiency, and strengthen information management practices across the organization.

Job description

PotomacWave is looking for a Classification Technical Project Manager to join our team supporting a Federal client in Washington, DC.The individual supporting this position will provide technical project management and information management support to the Department of Energy Office of Intelligence and Counterintelligence (DOE-IN), Policy, Strategy, and Information Management (PSIM) Division.


The ideal candidate will serve as a technical subject matter expert responsible for managing information management initiatives involving classification, prepublication review, foreign disclosure, classification guidance, training, and knowledge management. The candidate will function as the primary point of contact for assigned programs, coordinating with internal and external stakeholders to develop processes, manage workflows, provide technical recommendations, and ensure compliance with applicable Intelligence Community and Department of Energy policies and guidance.
