Job description

Under direction of the Supervisor I, in the Department of State Hospitals, Classification and Pay Unit, the Analyst II performs the more responsible, varied and complex consultative Analyst II assignments. This includes providing timely and appropriate personnel management consultation and technical assistance to department managers, supervisors, hospital personnel staff and departmental employees. The Analyst II can act as a lead person for other staff personnel. Willing to consider an Analyst I. Duties will reflect the appropriate position candidate is hired into.

Working Conditions
  • This position reports to the Allenby Building in Sacramrnto County and may be eligible and considered for a telework opportunity in accordance with departmental policies, operational needs, and management approval. Employees are currently required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Additional in-office days may be required based on operational needs. Travel throughout California site visits, including overnight travel, to DSH partnered treatment facilities may be required, with prior notice.
  • The State's Commute Programs provide bicycle, mass transit and vanpool incentives to eligible state employees. The State's mass transit incentive pays 100% of the transit pass up to the IRS maximum of $340 per month in 2026.
  • DSH-Sacramento is located at an 11 floor high rise building.

Desirable Qualifications
  • Knowledge of and experience with recruitment and hiring in a Human Resources setting
  • Knowledge of and experience with performance management and progressive discipline
  • Knowledge of California Department of Human Resources (CalHR), State Personnel Board (SPB), and State Controller's Office (SCO) laws and rules
  • Ability to provide consultation and make recommendations to internal and external stakeholders
  • Ability to facilitate, conduct, and present training to internal and external stakeholders
  • Ability to develop and evaluate alternatives and perform independent research and provide recommendations to management
  • Ability to serve in a lead capacity
  • Advanced time management skills associated with organizing and completing various complex tasks with competing deadlines
  • Excellent oral and written communication with various stakeholders including but not limited to executive management, control agencies, internal/external customers, peers, and members of the HR management team
  • Ability to work in a collaborative team environment
  • Ability to pay attention to detail
  • Proficiency with Microsoft Office programs and Adobe Acrobat including the ability to create or produce reports, spreadsheets, and forms
