Job summary

The State of Maryland seeks a Classification Analyst in the Department of Budget and Management's Classification and Salary Division to learn and apply SPMS rules and standards. You will analyze reclassification requests, develop class specifications, and provide technical guidance to several agencies including Human Services and IT.

Preferred candidates have paraprofessional HR experience, proficiency with Microsoft Office and Google applications, and familiarity with AI tools.

Qualifications

  • One year of paraprofessional personnel work experience in public sector context.
  • Bachelor’s degree or approved substitutions available.
  • Experience with SPMS or state personnel procedures is a plus.

Responsibilities

  • Learn to interpret SPMS rules, regulations and standards for classification and salary.
  • Analyze agency reclassification requests and recommend class actions.
  • Develop class specifications and descriptions; support multiple agencies.

Introduction

We are currently seeking a Classification Analyst. The Department of Budget and Management's Classification and Salary Division (CAS) maintains the State’s position classification plan and provides for the development and operation of the State’s salary and wage program. Services include: publication of new and revised class specifications; development of classification standards and guidelines; recommendations for changes to the salary plan; development of salary guidelines and procedures; and technical training of agency staff with responsibilities for classification and compensation activities. The Division provides leadership and expert advice and guidance to State personnel officers and managers in the areas of classification and compensation.

Main Purpose of Job

The main purpose of the HR Analyst I DBM position is to learn to interpret and apply the State Personnel Management System (SPMS) rules, regulations and standards related to classification and salary by learning to analyze and evaluate agency reclassification and acting capacity issues and requests of State agencies, learning to develop and revise class specifications and class descriptions, learning to make technically sound recommendations concerning class and salary actions, standards, and practices; and learning to act as a technical resource for several agencies to include the following Departments and Agencies: Human Services; Information Technology; Juvenile Services; Labor; Public Safety and Correctional Services; Archives; Elections; Retirement; etc., and the following Work areas: Social Work; Information Technology; Investigation and Inspection; Labor and Trades; Math and Statistics; Business and Supply, etc.

MINIMUM QUALIFICATIONS

Experience: One year of paraprofessional personnel work experience. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment actions.

Notes:
  • 1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university for the required experience.
  • 2. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the field of HR/personnel administration, business administration, public administration, statistics, tests and measurements, industrial-organizational psychology or other related field on a year-for-year basis of the required experience.
  • 3. Candidates for employee or labor relations positions may substitute the possession of a Juris Doctor degree from an accredited school of law for the required experience.
  • 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Human Resources classifications or Human Resources specialty codes in the Personnel field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s):

  • Bachelor's degree from an accredited college or university
  • Experience in the use of Microsoft Office Suites Applications, Google Applications, or the use of AI applications
LICENSES, REGISTRATIONS AND CERTIFICATIONS
  • 1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.
  • 2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
