Job summary

Dallas Area Rapid Transit (DART) seeks a qualified professional to lead Title VI, EEO, and ADA compliance efforts. You will investigate complaints, prepare quarterly and annual performance reports, and deliver employee training on EEO, Title VI and ADA programs.

Responsibilities include evaluating equity analyses, monitoring program adherence, and collaborating with cross-functional teams to ensure regulatory compliance and effective outreach within the agency.

Qualifications

• Bachelor's degree from an accredited college or university in Business Administration, Personnel Management, Industrial Relations, Public Administration, Social Work or related field.
• Two (2) years progressively responsible experience in administration of comprehensive civil rights compliance programs or similar field.
• Must pass a physical (medical) examination that includes a drug screen to operate DART non-revenue vehicles.
• Knowledge of FTA EEO Circular 4704.1A, EEO Requirements and Guidelines for FTA recipients.
• Knowledge of FTA Circular 4702.1B, Title VI Requirements and Guidelines for FTA recipients.
• Proficient in Excel, Word, and other MS Office programs with ability to learn new programs quickly.

• Writes factual and thorough reports of investigations (personal testimony, documentation, observation and information request).
• Performs updates to the Title VI, EEO and ADA programs to ensure federal compliance.
• Monitors and reviews contractors and subrecipient's TITLE VI programs and ensure compliance.
• Assists the agency during outreach initiatives.
• Leads training courses for EEO, Title VI and ADA employee awareness.

Essential Duties and Responsibilities

• Collaborates with cross-functional teams (engagement working group/ELR/legal, etc.)
• Performs other related duties as assigned.

Minimum Knowledge, Skills, and Abilities Required

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

• Ability to execute tasks in a timely manner
• Research and analytical skills
• Certification as a Mediator for conflict resolution is desired but not required.

Working Conditions

Works in an environment where there is minimum exposure to dust, noise, or temperature.

May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
