Position Description
TMGs Civil Project Manager/Estimator is responsible for driving and coordinating the effective delivery of construction projects with a predominant civil scope, ensuring they meet client and stakeholder outcomes, are completed on time, and stay within budget. This role involves working with TMG Business Development, internal Business Units, and others to identify new opportunities, lead pursuits, prepare proposals, and expand TMG's civil portfolio. Projects typically range from $1M to $3M in contract value. The Civil Project Manager/Estimator will utilize a mix of self-performed and subcontracted work, with a detailed understanding of earthwork, grading, stormwater, utilities, and site finishes.
Responsibilities
- Contribute to growing TMG Civil into a $10M profitable business unit, including hiring and developing staff.
- Manage the entire construction workflow from estimation to project closeout.
- Provide detailed cost estimates based on means and methods for various civil activities.
- Develop a database of productivity rates for bidding and monitoring.
- Collaborate with TMG estimating for scoping, outsourcing, bidding, and subcontracting.
- Work with TMG CFO to manage equipment inventory and costs.
- Coordinate with field teams to optimize labor performance.
- Network with trucking, equipment, and supply communities for cost-effective procurement and sales.
- Create project schedules using Primavera P6 or MS Project and manage project performance.
- Review project productivity, effectiveness, quality, and profitability regularly.
- Implement project controls like submittal logs and production controls.
- Coordinate with accounting on costs, depreciation, and labor rates.
- Ensure projects comply with TMG policies, legal requirements, and contractual obligations.
- Manage financial aspects such as requisitions and vendor payments.
- Oversee project closeout and permit acquisition.
- Lead business development efforts to grow the civil engineering portfolio.
- Build and maintain industry relationships and networks.
- Identify new business opportunities and lead pursuit efforts.
- Ensure adherence to safety, quality, environmental standards, and company objectives.
- Visit project sites to oversee safety, quality, and cleanliness.
- Provide leadership, mentoring, and training to teams.
- Participate in industry events and professional development.
Minimum Qualifications
- B.S. in civil engineering or construction management, with 8-10 years of experience in civil contracting, or 15+ years of related experience without a degree. PE is highly desirable.
- Experience estimating and managing subcontracted and self-performed civil work.
- Knowledge of engineering design, contractor management, and contract administration.
- Understanding of soil borings, excavation, shoring, and dewatering systems.
- Commitment to high-quality service and attention to detail.
- Excellent customer service and communication skills.
- Ability to work independently or in a team.
- Strong negotiation skills and adaptability.
- Proficiency with construction software, spreadsheets, and email.
- Ongoing professional development commitment.
- Current safety credentials (OSHA 30, First Aid/CPR/AED) and CQC certification by USACE/NAVFAC.
- Maintain VA LDA certification and other relevant state certifications; a six-month grace period may apply for obtaining credentials.
