The County of Galveston seeks a qualified Attorney to join the County and provide civil legal services that support operations, governance, and compliance. This civil role reports to the Commissioners’ Court and collaborates with the Legal Services Manager to deliver timely, accurate legal support.

Qualifications

• Juris Doctor (J.D.) from an accredited law school.
• Licensed to practice law in Texas and in good standing with the State Bar.
• 5+ years of civil, governmental, or public-sector legal experience.
• Minimum of five (5) years of preparing and presenting cases in court.
• Admission to United States District Court for the Southern District of Texas and the Fifth Circuit Court of Appeals.
• Knowledge of jurisprudence, civil law and procedures, including constitutional and statutory law.
• Knowledge of Federal, State, Local and County applicable laws, rules, regulations and guidelines.

Responsabilités

• Civil Counsel — Advises County Judge, County Commissioners, and executive staff on legal issues.
• Contract & Document Review — Drafts, reviews, and negotiates contracts and interlocal agreements.
• Policy Development — Prepares policies, procedures, resolutions, and agenda items.
• Litigation Support — Represents the County in civil matters and coordinates with outside counsel.
• Regulatory Interpretation — Analyzes statutes and case law affecting County operations.
• Open Records Guidance — Supports compliance with the Texas Public Information Act.
• Employment & HR Matters — Provides guidance on employment law and investigations.
• Risk Mitigation — Identifies legal risks and recommends mitigation strategies.
• Training & Education — Delivers training on compliance and statutory obligations.
• Collaboration with Legal Services Manager — Coordinates assignments and priorities.
