Responsibilities

  • Oversee permit applications, construction plans, site monitoring, and regulatory submittals.
  • Maintain regulator relationships and act as liaison for technical issues.
  • Represent WM in meetings, hearings, and site inspections.
  • Manage landfill construction projects from planning to final approval.
  • Coordinate budgets, bid processes, contracts, and QA/QC.
  • Track capital budgets and report to management.
  • Coordinate capacity tracking, airspace calculations, and cell construction schedules.
  • Evaluate sites for compliance and expansion potential.
  • Collaborate with WM professionals to develop engineering solutions.
  • Provide direction to management and staff across departments.

Job description

  • Engage, direct, and manage professional consulting firms performing work at solid waste facilities
  • Oversee permit applications, construction plans, site monitoring, and regulatory submittals, with responsibility for final work products
  • Maintain relationships with regulators and serve as a technical and permitting liaison
  • Represent WM in permit meetings, hearings, site inspections, technical conferences, and community forums
  • Manage landfill construction projects from construction plan preparation through final approval
  • Manage consultants, contractors, budgets, bid documents, bid letting, contract administration, construction quality assurance, and materials delivery
  • Track capital budgets and report to local and corporate management
  • Coordinate landfill capacity tracking, airspace calculations, capacity projections, fill sequencing, and cell construction and closure schedules
  • Evaluate sites for adherence to construction and permit documents and expansion potential through regular site visits
  • Pursue and obtain required or beneficial permits and permit modifications
  • Collaborate with WM professionals and subject matter experts to develop engineering solutions for operational, environmental, and compliance issues
  • Provide technical expertise and direction to management and functional areas including finance, legal, and safety
  • Participate in acquisition reviews and divestiture coordination and evaluation, including pro forma modeling and due diligence
  • Assist with training and provide mentorship and supervision to WM technical staff
Requirements
  • Bachelor's Degree in Engineering, or similar area of study
  • 5 years of related experience
  • Significant experience in the environmental and solid waste industry
  • Superior problem solving and management skills
  • Must have, or be willing to obtain, a REAL ID or TSA-approved alternative if required for business air travel or federal property access
