In this position, you will provide expert technical guidance and assistance for utility relocation projects, which can vary from simple tasks to complex undertakings. The successful candidate will utilize engineering principles and practices to make informed decisions and exercise sound judgment throughout the execution of their tasks. In this role, you will take the initiative to create, assess, and propose utility relocation strategies as well as modifications to existing plans and agreements. You will be responsible for the independent preparation and submission of the Utility Clearance Form D-419 via the Utility Relocation Management System (URMS). Additionally, you will offer technical support and advice to both internal staff and external organizations, including the Federal Highway Administration and utility representatives. Your responsibilities will also include conducting field inspections to formulate plans, evaluate construction materials and workmanship, and address specific issues related to utility relocations.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Allentown.
  • Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Successful completion of the Civil Engineer Trainee training program (commonwealth title); or
  • Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate’s degree in civil engineering technology or a closely related engineering discipline; or
  • One year of civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.

Special Requirement:

  • This position will require possession of a valid driver’s license.
