Job description

This posting will remain open until filled, with the first review of applications on November 30, 2026. The Eugene Water & Electric Board is currently seeking a Civil Staff Engineer or Senior Civil Engineer to join our high-performing team of engineers in the Water Division.

It has never been a more exciting time to work for EWEB’s Water Division, with some of the largest and most significant water infrastructure projects in EWEB’s history planned over the next decade. Our water system is expansive and complex, which consists of an 80 million gallon per day water treatment plant, 800 miles of distribution pipe, 25 pump stations, 23 reservoirs, and numerous pressure zones serving almost 200,000 customers through both retail and wholesale contracts. The successful candidate will play a key role in planning and delivering the projects that keep our community’s water system safe, reliable, and resilient. The work may involve conducting complex engineering work, leading internal project teams, working independently on challenging engineering assignments, and/or managing consultants from concept through delivery. Projects will likely include replacing and upgrading water storage tanks, pump stations, transmission pipelines, treatment facilities, and distribution pipelines. The candidate will have the opportunity to develop engineering plans, technical reports, cost estimates, project schedules, contract documents and other critical deliverables to see their work serve the community for decades to come.

Based on the Water Division’s current needs, EWEB is especially interested in hiring a candidate who demonstrates knowledge and experience with planning, designing, and managing municipal drinking water projects; has the ability to lead multi-disciplinary teams to deliver water infrastructure projects; possesses excellent interpersonal skills; shows a track record of inclusive, respectful, and professional behavior in all interactions; and is motivated to work independently with high degree of ownership in the work they do.

This position will be filled at the Staff Engineer or Senior Engineer, level, depending upon the successful candidate’s qualifications.

Based on the successful candidate’s experience, education, and training, responsibilities may include but are not limited to:

Act as lead design engineer, project engineer, or project manager as necessary on projects with novel, difficult, and multi-disciplinary aspects or features.
Review engineering plans by external agencies and development proposals.
Prepare technical memorandums, regulatory reporting, and engineering studies related to EWEB’s water system.
Support operations stakeholders by providing technical reviews, engineering advice, work prioritization, and maintaining technical standards and drawings.
Lead project teams and routinely interact with crew superintendents, foremen, contractors, other utilities, regulatory agencies, City of Eugene, and other internal and external stakeholders as necessary to deliver projects.
Provide construction management including regular site visits, reviewing inspection reports, processing change orders, leading regular construction meetings, responding to RFI’s, preparing budget reports, coordinating with operations stakeholders, and other tasks as necessary to ensure projects are constructed to the approved plans and specifications.

A Bachelor of Science degree in Engineering is required at all levels.
Experience and license/certification requirements are as follows:

Staff Engineer

Four (4) years of relevant experience.
Professional Engineer (PE) license required.

Senior Engineer

Nine (9) years of relevant experience.
Professional Engineer (PE) license required

Post-offer background check required: Yes
