Job description

Full Salary Ranges:

  • Level I: $72,900 - $102,100 Annually
  • Level II: $88,200 - $123,500 Annually
  • Level III: $98,800 - $138,400 Annually
  • Level IV: $108,400 - $157,200 Annually

*Salary offer will be dependent upon experience, licensure, and qualifications at the time of hire.

Hiring Bonus:

Level I & II: Offering a $2,000 hiring bonus for new hires in this engineering and project management role. In addition, there will be an additional $2,000 bonus upon the successful completion of the 6-month probationary period.

Level III & IV: Offering a $5,000 hiring bonus for new hires in this engineering and project management role. In addition, there will be an additional $5,000 bonus upon the successful completion of the 6-month probationary period.

Job Summary:

The City of Greeley is accepting applications for a Civil Engineer I to IV to perform activities involving water and wastewater systems analysis, planning, rehabilitation or replacement, construction, and the expansion of the City’s water and wastewater infrastructure. These positions will help lead projects on the water system that could include pipeline infrastructure, pump stations, treated water reservoirs, and management of capital improvement projects (CIP) with the Engineering teams. The wastewater system engineer could include collections pipeline infrastructure, lift stations, wastewater treatment plant work, and management of capital improvement projects (CIP) with the Engineering teams. These engineer positions will work with operations and engineering staff to optimize the different systems to improve operations. The successful candidate will provide guidance to City staff on planning, infrastructure, and project administration that requires self-motivation, sound engineering judgment, problem-solving skills, and the ability to work independently and within a team. This position may be located in Fort Collins, Greeley, and/or Loveland, Colorado.

Experience, Knowledge, Skills:

Minimum Requirements

  • Valid driver’s license.
  • Bachelor’s degree in civil, Environmental, Agricultural, or Water Resources Engineering, or a closely related field.
  • Experience in design, construction, and oversight of water or wastewater projects.
  • Engineer in Training (EIT) certification for entry-level positions.

Level-Specific Requirements:

Level I:

  • 1-3 years of experience in municipal engineering or related work.

Level II:

  • 3-5 years of experience in municipal engineering or related work.
  • Colorado Professional Engineer (PE) license or ability to obtain within one year of hire.

Level III:

  • 7+ years of experience in municipal engineering or related work.
  • Licensed Professional Civil Engineer (PE).

Level IV:

  • 15+ years of experience in municipal engineering or related work.
  • Licensed Professional Civil Engineer (PE).

Preferred:

  • Master’s degree in a relevant field.
  • Experience with GIS, AutoCAD Civil 3D, hydraulic modeling (InfoWater software), and ArcGIS Pro.
  • Previous supervisory experience.

OR

  • A combination of related education, experience, certifications, and licenses will result in a candidate successfully performing the essential functions of the job may be considered by the hiring authority.

Essential Functions:

  • Support the planning, design, construction, and maintenance of water and wastewater infrastructure including treatment plants, pipelines, pump stations, dams, and reservoirs.
  • Assist in the management of capital improvement projects (CIP) and other asset management activities.
  • Compile, analyze, and present data to support infrastructure projects, utilizing GIS and other relevant software.
  • Conduct technical research, evaluate alternatives, and provide reliable recommendations.
  • Collaborate with various city departments, contractors, consultants, and the public.
  • Ensure compliance with city goals, state, and federal regulations.
  • Provide guidance on water quality, infrastructure, and project administration.
  • Develop and maintain asset management systems, policies, and procedures.
  • Implement automation and machine learning to enhance data accuracy and efficiency.

Supervisory Responsibilities: Level III & IV has the potential for supervision of junior engineering staff, including:

  • Organizes and delegates assignments to team members.
  • Hires, trains, motivates, and coaches employees.
  • Evaluating employee performance and goal setting.
  • Holds employees accountable for assigned tasks and goals.
  • Provides timely and constructive feedback and training opportunities.
  • Provides training opportunities with a focus on employee development.
  • Resolves conflicts and complaints.
  • Analyzes information and processes and develops more effective or efficient processes.
  • Establishes and achieves business and financial objectives.
  • Ensures compliance with safety procedures.

Travel: May be required to travel up to 10% of the time for training or conferences. Travel outside of the office will be dependent on project needs, coordination, and activities within Greeley and Northern Colorado.

Work Environment and Physical Requirements:

  • The work environment is a combination of in-office and field locations with frequent interaction with other staff and frequent participation in meetings.
  • Exposure to all weather conditions and various types of noise when on project sites.
  • Fieldwork involves working in and around construction projects with heavy equipment being used by contractors. Safety equipment such as hard hat, reflective safety vest, hard toe boots, and safety glasses are provided and used as needed.
  • Position requires incumbent to be ambulatory.
  • Mobility and manual dexterity to inspect work sites, operate vehicles, and use computer equipment.
  • Vision enough to interpret written documents, interpret engineering drawings, and inspect work products.
  • Communication skills to adequately convey information to contractors, property owners, other personnel, and the public.
  • Mobility to inspect work sites for compliance with plans and specifications and move over rough, uneven, or rocky surfaces.
  • Manual dexterity to operate computer equipment and vehicles, to accurately input, retrieve and verify work assignments, and use hands to finger, handle, feel and reach with hands and arms.
  • Duties may occasionally require light to moderate physical effort including stooping, kneeling, crouching, crawling, frequent standing, or walking, frequently lifting and/or moving up to 10 pounds, and occasionally lifting and/or moving up to 25 pounds.
  • Extensive work is performed on a computer.
