Qualifications

  • Bachelor's degree in an engineering specialty and two years of non-registered civil experience.
  • Knowledge of civil engineering principles, mathematics, mechanics, hydraulics, and related codes.
  • Ability to supervise design, construction and inspection activities and prepare reports.

Responsibilities

  • Provide quality assurance oversight for engineering, procurements, construction, inspection and testing activities.
  • Monitor corrective action records in line with FTA requirements.
  • Develop and monitor quality audits and KPI metrics for First Pass Quality.
  • Document reports and collaborate with engineers to resolve issues and prevent recurrence.
  • Review plans and specifications for compliance with design and contract requirements.
  • Evaluate non-conformances, deviations, and waivers affecting design and quality.
  • Engage with designers and engineers on technical interpretations of codes.
  • Possess education and experience equivalent to a bachelor’s degree in engineering with civil experience.

The Honolulu Authority for Rapid Transportation (HART), is the public transit authority responsible for planning and constructing Skyline, Honolulu’s rail transit system. It is the first fully automated, driverless urban light metro system in the United States and represents the largest public infrastructure project in the history of Hawaii.

HART is seeking a candidate to join its Quality Assurance/Quality Control Team to provide substantive professional, technical, and leadership assistance to the Director of Quality Assurance and Quality Control, ensuring compliance with quality and contract requirements, with special attention to those that require industrial engineering expertise.

Duties and Responsibilities
  • Assists in providing quality assurance oversight and monitoring for compliance of project engineering, procurements, construction, inspection, and testing activities, and government regulatory requirements within theQuality Management Program (QMP).
  • Tracks and monitors corrective action records (CAR’s) identified through the corrective action system and in accordance with Federal Transit Administration (FTA) requirements.
  • Develops requirements, flow downs and monitors the performance of quality audits, as defined by the QMP, with special focus on engineered systems and sub-systems.
  • Creates, deploys and monitors key performance indicators (KPI’s), both leading and lagging, to assure the HART QMP is driving the goal of 100% First Pass Quality of all processes and products provided.
  • Documents detailed and comprehensive reports of all problems, findings, observation and issues; work with other engineers and operators to solve and eliminate future occurrences.
  • Takes part in the review of plans and specifications pertaining to engineering features for compliance with designs, contracts to verify that quality management issues and characteristics have been included, specifically with regard to civil engineering and other pertinent code requirements.
  • Participates in the evaluation and disposition of non-conformances, deviations, and waivers involving the potential changes to design and quality requirements.
  • Meets and assists with designers, civil engineers, and other project engineers on matters concerning technical interpretation of codes.
  • A combination of education and experience substantially equivalent to graduation from an accredited four-year college or university with a bachelor’s degree in an engineering specialty and two years of non-registered professional civil experience.
  • Knowledge of civil engineering principles and practices; engineering mathematics; engineering mechanics and the mechanics of materials; hydraulic, structural, mechanical, electrical and sanitary engineering principles to the extent that these apply to the general field of civil engineering.
  • Ability to perform civil/industrial engineering design work or supervise construction and inspection activities; analyze stresses, and determine the required foundations and structural features; supervise a small group of subordinate professional or subprofessional employees; prepare engineering and inspection reports.

Work Schedule and Location
  • Schedule: Monday – Friday, 8-hour shift.
  • Location: The work for this position is conducted on-site at the HART offices located in Honolulu, Hawaii 96813. Telecommuting is not currently available for this role.
  • Relocation: HART does not cover relocation costs. Candidates must be able to reliably commute or relocate to Honolulu by first day of employment.
