Stormwater Capacity and Spot Improvement Engineer (Civil Engineer III)

An Overview

Are you an experienced stormwater capital project engineer, well-versed in flood mitigation design, drainage practices, and stormwater infrastructure resiliency planning?

If so, you are encouraged to apply for one of two new Stormwater Civil Engineer III positions in the Department of Transportation & Environmental Services (T&ES) Stormwater Management Division. These roles involve professional and technical work on stormwater capital projects within a project team. The team will implement large, complex stormwater capacity infrastructure projects identified in the City of Alexandria Storm Sewer Capacity Study (CASSCA) and smaller to medium-sized Spot Improvement Projects under the Flood Action Alexandria initiative, which aims to mitigate flooding due to climate change.

The Opportunity
  • Collaborate with the project team on capacity capital projects to mitigate flooding, including identification, planning, design, and construction activities supporting Flood Action Alexandria.
  • Serve as the project sponsor department (T&ES), working alongside project managers and team members.
  • Coordinate with the Department of Project Implementation (DPI) and consultants to fully design and construct stormwater infrastructure projects.
  • Evaluate alternatives, prepare engineering estimates, designs, plans, and specifications.
  • Lead hydrology and hydraulics studies related to flooding, drainage, and infrastructure resiliency, including design standards and IDF curve updates.
  • Respond to drainage and flooding complaints, conduct field reconnaissance, and develop solutions in collaboration with staff.
  • Manage or participate in the design and construction of public infrastructure, small to medium-scale drainage projects, and larger stormwater capacity projects.
  • Address complex stormwater planning, engineering issues, and community inquiries.
  • Work with contractors during construction to provide engineering direction and inspections as needed.
  • Assist in developing construction contract documents, scopes of work, project specifications, and manage procurement and construction for Spot Improvement projects.
  • Present project information to community members, external agencies, senior staff, and City officials.
  • Perform related duties as required.

Qualifications

Applicants must possess a bachelor's degree in Civil Engineering or a related field and at least five years of professional experience, or an equivalent combination of experience and training that provides the necessary knowledge, skills, and abilities.
