The City of Kalamazoo is seeking a Civil Engineer I/II/III to supervise and manage capital improvement projects, contracts, budgets, and design in Water Resources, Wastewater or Public Works/Traffic.

Engineer I is entry level; II may act as project manager or lead on design projects; III leads and trains staff, developing analysis, designs, reports and contracts.

Qualifications

• Bachelor's Degree in Civil Engineering.
• Engineer I requires no additional experience.
• Engineer II requires 2 years paraprofessional civil engineering and EIT.
• Engineer III requires PE license; license preferred.
• Valid Michigan Driver's License.
• Strong communication, interpersonal and customer service skills.
• Demonstrates urgency, prioritizes and meets deadlines.
• Experience with Microsoft Office applications.

Job description

Civil Engineer - I/II/III

is responsible for supervising and managing capital improvement projects, contracts, budget and design in one of three divisions: Water Resources, Wastewater or Public Works/Traffic.

Engineer I (P1):

This is the entry level in the professional engineering series. Under supervision, performs technical engineering work; makes technical computations, studies, performs field and office surveys and inspections; writes reports; checks maps and plans; may do computer aided drafting/design.

Engineer II (TS):

Under direction, independently performs a variety of technical engineering work involved with public construction projects and public services operations and maintenance, including acting as project manager, resident engineer, assistant resident engineer or inspector on major construction projects; or project leader on a design project; may lead subordinate personnel on a project basis.

Engineer III (P2):

Under general direction, may act as project manager, assigned technical engineer, oversee and train junior engineering staff members. The Engineer III is expected to be in responsible charge of their assigned work in developing engineering analysis, designs, reports, plans, specifications, or contracts.

• Supervises and manages projects, contracts, budgets and schedules.
• Plans, organizes, coordinates, and manages long-range and short-range planning of projects and capital improvements.
• Prepares and approves designs for Public Services projects in accordance with general engineering principals and City standards; determines the scope, designs, prepares drawings, specifications, bidding documents, contracts and cost estimates; conducts and coordinates design and construction surveying.
• Provides analysis and recommendations and designs, and investigates situations.
• Conducts construction inspections, reviews and approves contractor pay requests, reviews and processes construction change orders.
• Prepares legal descriptions, documents, and draft agreements for the City right of way acquisitions; meets with property owners to discuss right of way purchases for roadway projects; selects and works with real estate appraisers and consultants to determine market value of right of way acquisitions.
• Conducts division review and approval of project plans and construction drawings; ensures compliance with codes and standards.
• Model's parts or all of the water system to analyze the impact of new projects or upgrades to existing infrastructure.
• Determines selection criteria for securing consultants and contractors; specifies parameters and determines scope of work for consultants and contractors.
• Attends meetings, addresses customer questions and complaints.
• Performs other related duties, as assigned.

• Bachelor's Degree in Civil Engineering.
• (P1) Engineer I: No additional experience required.
• (TS) Engineer II: Two years of paraprofessional level civil engineering and possession of an Engineer in Training (E.I.T.) certificate.
• (P2) Engineer III: Possession of a valid Professional Engineer (P.E.) License
• Professional Engineer's License is preferred.
• Valid Michigan Driver's License.
• Strong, clear communicator and excellent interpersonal skills; proven ability to effectively and positively communicate with all levels within the organization; excellent customer service skills.
• Demonstrates a sense of urgency, prioritizes well, shows energy, responds to opportunities, instills urgency in others, and meets deadlines.
• Demonstrated experience with Microsoft Office applications.
